Position:
ASSISTANT SUPERINTENDENT HUMAN RESOURCES

Start Date: On or about December 1, 2018

Qualifications:
  • School District Leader, School District Business Leader, or School District Administrator Certification
  • Ten or more years experience in education, including teaching, supervision and/or administration
  • Knowledge of personnel, labor relations, education law and civil service regulations
  • Strong leadership, communication, problem solving, conflict resolution and human relations skills
Essential Duties and Responsibilities:
  • Understand and implement the district's mission, vision, and initiatives and support other district leaders in their efforts to realize the district's goals.
  • Support the continued growth and development of supervisors responsible for plant operations.
  • Serve as school district representative in the negotiations, administration, and implementation of collective bargaining agreements.
  • Coordinate the recruiting and hiring of district personnel.

Assistant Superintendent for Human Resources (Certificated)
Job Description

GENERAL DESCRIPTION: Responsible for planning, managing, implementing, and evaluating personnel policies and practices within the District. Responsible for the providing leadership and support for the District's employee relations. Works as a member of the Superintendent's Cabinet

PRIMARY RESPONSIBILITY: The work involves planning, organizing implementing and assessing District personnel policies and practices. Providing leadership to ensure that the human resource office supports the goals and mission of the organization. Supervising and supporting principals and school leaders. Directly responsible for the daily supervision of human resource and benefits departments. Providing managerial support to the Superintendent of Schools in matters of contract negotiations, hiring, discipline and discharge and other related labor relations matters.

QUALIFICATIONS:

  1. Valid New York State Certificate as a School District Leader (SDL), School District Business Leader (SDBL) or School District Administrator (SDA).
  2. Minimum 10 years successful experience in teaching, administration and supervision preferred
  3. Strong leadership, communication, problem solving, conflict resolution and human relations skills.
  4. Working knowledge of current human resource practices, collective bargaining, and labor law/regulations
  5. Experience working effectively with parents, teachers, support staff and administrators.
  6. Ability to speak and write clearly and effectively to a variety of audiences.
  7. Ability to execute leadership in maintaining a positive work environment.
  8. Other qualifications as designated by the Kenmore-Tonawanda UFSD Board of Education
REPORTS TO: The Superintendent of Schools
RESPONSIBILITIES:
  1. Understand and implement the district's mission, vision, and initiatives and support other district leaders in their efforts to realize the district's goals.
  2. Support the continued growth and development of supervisors responsible for plant operations.
  3. Serve as school district representative in the negotiations and administration of collective bargaining agreements.
  4. Provide leadership for collective bargaining, contract administration and employee relations matters.
  5. Organize the recruiting and hiring of district personnel.
    • For Professional Staff- coordinate recruitment, hiring, and continuation
    • For Service Employees - coordinate recruitment, hiring and continuation of service following Civil Service Regulations
    • Serve as the District's civil service appointing officer
  6. Evaluate all prospective candidates' credentials, and experience to make salary/wage recommendations to the Superintendent for appointment
  7. Counsel employees in all areas of employment including professional and personal difficulties that relate to job performance
  8. Maintain district employee personnel files and databases including those related to seniority.
  9. Assume responsibility for benefit program maintenance including determination of eligibility, enrollment and/or cancellation of health insurances, vision care, life insurance, and retirement system membership.
  10. Serve as the Compliance Officer for the school district responsibilities associated with Human Rights Law, Equal Employment Opportunity Commission and Title IX, including reports filing and appeals handling.
  11. Oversees the operation of the Community & Continuing Education Department.
