OVERVIEW: As a member of La Academia Antonia Alonso Charter School staff, the Human Resources Manager will be responsible for developing and implementing the strategy to refine and expand the HR Services offerings. The Human Resources Manager will focus on HR management systems, team management, and the managing all aspects of the Employee Personnel operations. This position will work in collaboration with the Executive Director and other identified team members.

AREAS OF MAJOR RESPONSIBILITES INCLUDE:

On boarding: Process new hire paperwork, ensure completeness of paperwork submitted, follow-up on outstanding documents, and enter into all systems.

Terminations: Process termination across State of Delaware systems, and prepare communications.

Personnel File Maintenance: Perform an annual audit of personnel files to ensure procedures are being implemented properly and meet both the State of Delaware and La Academia School Board expectations.

PHRST Payroll: Process bi-weekly payroll to include entering of time card verification and entry, pull critical morning reports to ensure completeness, forward and share reports with Business Manager/Executive Director for approval.

PHRST Benefits: Benefit processing, work with Statewide Benefits Office (SBO) regarding employee benefit matters, act as liaison between Employee and SBO, participate as active Ben Rep during the Annual Open Enrollment period (attending state Ben Rep presentations, remain informed regarding changes, communicate information with employees, etc.), confirm supporting documentation on file for enrolled dependents.

DEEDS Reporting: Perform an annual audit of personnel files to confirm years' experience and degree level in PHRST match supporting documentation and DEEDS.

DEEDS License and Certification: Process request for Emergency Certifications or Licenses where needed, communicate with employees on status of their License and Certification, follow up with employees where needed.

DEEDS Profile Maintenance: Review employee profile, receive/upload transcripts and other supporting documentation (certificates, forms, etc.), and continually follow up on outstanding documents or communications with employee and/or DOE.

Employee Leaves: Process all aspects of leaves; FMLA, Short-Term Disability, Personal extended leave, etc.; manage the maintenance and tracking of staff attendance.

Attendance Tracking: Manage staff attendance records, processing time off requests and maintenance of attendance tracking spreadsheet. Work with Executive Director on time off approvals. Communicate with Logistics Manager to ensure coverage of staff positions.

Workers Comp: Process Workers Comp with Workers Comp Carrier and remain in contact with employee/carrier throughout process.

Employee Relations: Work with the Executive Director and the School Board to implement policies and procedures at school.

COBRA: Process COBRA entries into vendor system for benefit eligible employees (occurs at time of initial enrollment, updates at Annual Open Enrollment and at time of termination).

Pension: Process new hire and termination documents in accordance with Pension Office procedures.

Background Checks: Ensure background checks are dated and processed within applicable time frame, process DE Child Protection Registry Forms, etc.

State Liaison: Attend and represent the school at HR Director, PHRST, DEEDS, Charter School Business Manager, Pension Office and SBO meetings held by the State of Delaware to remain knowledgeable and current on evolving policies and procedures.

Human Resources Resource: Represent the school to respond to Human Resource matters; complete DOL responses, represent La Academia at DOL hearings, where applicable; respond to and resolve routine internal and external inquiries with employees and school organizations.

Support Team: Provide support to the La Academia Leadership and staff as needed

SKILLS & QUALIFICATIONS:
  • Bachelor's degree in Human Resources or a related field
  • 5+ years of experience in HR management role; experience with public education and charter schools experience preferred
  • Proven self-starter able to work independently and effectively manage others
  • Prior experience working in State of Delaware Systems; PHRST and DEEDS
  • Willingness to do whatever it takes to create and maintain an orderly, effective school organization
  • Ability to take initiative, prioritize tasks, and work independently
  • Strong time and task management skills; ability to manage and follow-through with multiple tasks simultaneously
  • Experience with general human resource procedures
  • Ability to work collaboratively
  • Demonstrated good judgment; approachable and professional; solid problem solving skills; self-motivated; well organized
  • Strong skills with Microsoft applications required
  • Strong written and oral communication skills; ability to demonstrate effective interpersonal skills with colleagues, students, parents, and community members
  • Detail‐oriented and self‐directed
