Job Details

The Senior Financial Systems Analyst will be held accountable for the following:

  • Training, mentoring and coaching analysts on team and serving as first line of support for troubleshooting and questions

  • Working with department leads on budget development and ongoing workstreams

  • Representing the Office of Budget and Grants Management in cross-functional meetings and projects

  • Managing special projects related to budget development and other regular processes



Systems Maintenance and Management

  • Manage various aspects of Oracle HRMS, including, but not limited to maintaining business rules, job codes, grades, salary plans, pay group, and other position attributes

  • Update new Unit, Fund-Grant, Account, and Program segments and work with Accounting and ITS to update hierarchies on as-needed basis

  • Provide systems training on Oracle EFS, Business Intelligence, Hyperion, Position Control, and Budget transfer for new employees

  • Manage interface of budget logic and business rules between systems, including Hyperion, Oracle, PeopleSoft, Kronos, and other financial systems

  • Maintain relationships with IT technical teams to troubleshoot issues related to system configuration and processing



Budget Development

  • Work with ITS to set up Hyperion provisioning for school users, budget analysts, and other users

  • Update DRM metadata and smartlist and validate that updates are reflecting correctly

  • Ensure department mapping and changes to budget class hierarchies are reflected in Hyperion, BI, and Oracle for new fiscal year budget load

  • Run Hyperion budget and position reports on daily/weekly basis and test to ensure all updates are reflecting correctly in system

  • Validate and provide final budget data to ITS for loading into Oracle and BI systems

  • Troubleshoot any systems issues for users inputting data and running reports in Hyperion



Customer Support

  • Work with the district's ticketing system to resolve tickets and manage user requests, escalations and inquiries

  • Maintain relationships with the Office of Management and Budget (OMB) and Talent departments to troubleshoot issues related to policies and procedures

  • Provide technical support and guidance to schools and departments and assist them with opening, updating, and closing positions

  • Collaborate with HRIT, ITS, and Payroll to process payroll runs on a bi-weekly basis, correcting for exceptions and ensuring payroll run interfaces correctly with Oracle positions

  • Support the Office of Budget and Grants Management team on an as needed basis and p erform related duties as required



Qualifications:

The successful Senior Financial Systems Analyst must:

  • Have extensive experience with and knowledge in CPS systems and processes in order to both lead the work and guide and train less experienced analysts

  • Possess and use critical thinking skills

  • Have thorough understanding of various financial systems, including but not limited to Oracle and related modules, Hyperion, and PeopleSoft

  • Be able to understand programmatic design, goals, and implementation

  • Have initiative and follow-through to achieve goals with limited direction

  • Be able to present spreadsheets that are accurate, clear, and efficient

  • Be willing and able to work with colleagues within and external to the Office and provide back-up and support to others within the Office

  • Be able to work well under pressure

  • Be willing to occasionally work extended hours in order to complete projects with condensed timeline

  • Be committed to work in public service/education field



Education Required :

Bachelor's or Master's degree from an accredited college or university in Finance, Technology, Business Management, Public Policy or related field

Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
