GENERAL DEFINITION AND CONDITIONS OF WORK
Performs complex professional and difficult administrative work in coordinating and developing the school division's operating budget and in making public presentations on budgetary matters to various audiences. Work is performed under the general supervision of the Division Superintendent. Performs budget analyst and reporting functions and does related work as required. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. Work requires the use of a computer and related business equipment.


ESSENTIAL FUNCTIONS/TYPICAL TASKS

ANNUAL BUDGETING FUNCTIONS
• Develops and distributes budget input documents for principals and unit managers to use for the submission of budget requests;
• Develops proposed budget calendar for review by the Division Superintendent and the School Board;
• Arranges for employee groups to make annual budget and salary requests to the School Board;
• Analyzes and summarizes, with cost projections, the budget and salary requests that are presented by employees and by the School Board; assists the Office of Human Resources with position control in the school division;
• Provides information, as requested, to assist the School Board with the development of budget priorities;
• Inputs all relevant budget data, in accordance with local, state, or federal requirements, that are required to produce the annual proposed Division Superintendent's operating budget;
• Creates working documents and analyses as required to assist the Division Superintendent and the staff in the budget development process;
• Analyzes past and present expenditures and projects costs for various budget requests;
• Ensures the accuracy of the membership information upon which the March ADM report is based;
• Provides analytical and summative data during the annual budget development process;
• Confers and collaborates, in concert with the Division Superintendent, with city budget officials as necessary;
• Prepares budget-related reports as necessary;
• Assists with the provision of budget data that are needed for the completion of the annual School Financial Report;
• Ensures that the final version of the School Board's approved budget is processed in a timely manner to begin each new fiscal year on July 1;


PLANNING FUNCTIONS
• Assists the Division Superintendent in overseeing the implementation, revision, and reporting requirements of the division’s Six-Year Plan;
• Advises the School Board on M/WBE Program issues;
• Develops such rules and guidelines as may be necessary to effectuate the purposes of the M/WBE Program;
• Establishes program evaluation measures;
• Develops models to project the future annual Average Daily Membership (ADM) accurately for the school division;
• Develops budget projections for long-range needs and trends of the school division;
• Assists the Office of Human Resources in projecting staffing needs relative to enrollment and program needs;
• Assists the Office of Operations with the development of the Long-Range Capital Improvement Plan;
• Assists the Office of Information Technology in the development of division’s technology plan;
• Assists the Office of Career and Technical Education in the development of all long-range vocational plans;
• Partners with the city’s financial administrators in the acquisition and maintenance of a financial database and a human resources database;
• Attends all required meetings as directed by the Division Superintendent;
• Performs other related duties as requested.


KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of complex organizational budget preparation processes; knowledge of school division organization and administration; knowledge of computer database applications; ability to project future trends and needs of the division accurately using technical data and procedures; ability to assist other administrators with strategic planning; ability to establish rapport and positive working relationships with all internal and external customers; ability to express ideas clearly, both orally and in writing; ability to access complex computer programs to compile, analyze, project, and report data.


EDUCATION AND EXPERIENCE
Experience in complex organizational budget preparation and the analysis of financial/numerical data; graduation from an accredited college or university; strong computer skills with respect to financial and budget management; bachelor's degree required, MBA or other advanced education in budget, finance and/or planning preferred.
