POSITION TITLE: DIRECTOR OF BENEFITS & RETIREMENT SERVICES - 250 DAY

REPORTS TO:
Associate Superintendent for Human Resources

BASIC QUALIFICATIONS:

Master's Degree from an accredited college or university in Business Administration, Finance, Human Resources, or related field. Ten (10) years of experience in administering and managing fiscal operations of a multi-million-dollar benefits programs. Work experience in public administration or related field preferred. Certified Employees Benefits Specialist (CEBS) and/or SPHR certifications preferred. Advanced knowledge in the areas of compensation and employee benefits/payroll functions required with a knowledge of basic accounting principles preferred. Experience in supervising and leading employees and experience in establishing and maintaining collaborative working relationships with personnel assigned to schools, central office departments, public entities, the private sector and citizens.

PHYSICAL REQUIREMENTS:

Regularly required to walk; sit; use hands to finger, handle or feel objects, tools, supplies or controls; reach with hands and arms, climb or balance, stoop; kneel crouch; crawl; talk; and hear. Must frequently lift and/or move up to 10 pounds and/or more than 10 pounds with assistance. Specific vision abilities include close vision, distance, vision, peripheral vision, and the ability to adjust focus. Specific hearing abilities include the ability to hear the spoken word at a normal volume and at 20 feet with back turned. Can drive an automobile both long and short distances. Be able to effectively present information to groups of people both in and out of the School Division. Standing for long periods of time may be required. Capable of transporting forms, materials, booklets, and audio-visual equipment and computers. Must be able to work long days, meet deadlines, learn new procedures rapidly, and adjust to changes in procedure. Data entry and looking at computer screens is a major component of the responsibilities of this position.

BASIC FUNCTION/NATURE OF WORK:

The purpose of this position is to lead the formation, development, management, evaluation, and modification of multifaceted benefit and retirement plans and programs. This position is accountable for the fiscal and human resources functions in all benefits programs, and ensures compliance with federal, state, and local laws and regulations related to health and welfare, retirement plans, privacy laws, leave plans, the Americans with Disability Act (ADA) and other benefit related functions.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

•Works collaboratively with all stakeholders to provide a world-class education
•Manages PWCS benefit programs for all employees and retirees, and oversees employees in the benefits department
•Ensures compliance of certain employment mandates for new hires
•Operates benefit program functions and employment processes in accordance with federal, state, and local laws and mandates, Internal Revenue Code, School Board policies, regulations, and administrative directives
•Communicates benefits programs and employment mandates to all employees, retirees, and new hires
•Serves as the group administrator of the PWCS Group Health Insurance Program
•Prepares, maintains, and monitors the Health Insurance Fund budget, revenue and expenditures, and projections
•Projects and recommends contribution levels for the School Board, employees, and retirees of the self-insured group health insurance program
•Manages and monitors the PWCS benefits administration budget
•Manages benefit program procurements, evaluation, vendor recommendation, and selection, and contracts terms and conditions associated with the benefits programs and consulting services
•Serves as plan administrator with fiduciary responsibilities of the PWCS 403(b) Supplemental Retirement Plan and the 457(b) Governmental Plan
•Manages benefits administration of the Virginia Retirement System (VRS), the Retirement Opportunity Program (ROP), and the Retiree Sick Leave Premium Conversion Plan
•Prepares reports and correspondence, and presents recommendations to the Superintendent of School's staff and School Board related to benefit programs
•Administers the PWCS Flexible Benefit Program including establishing the tax-deferred salary reduction contributions and processing plan contributions and reimbursements in accordance with the Internal Revenue Code
•Administers the PWCS Tuition Reimbursement program including approval and reimbursement of the cost of educational courses to certified personnel and the monitoring of the tuition reimbursement budget
•Supervises the operation of the PWCS leave program
•Prepares and submits to the Internal Revenue Service appropriate benefit program tax filings as required by law
•Ensures benefits programs interface with the payroll system
•Serves as liaison to local education associations and management staff; responsible for the dissemination of relevant information related to the benefit programs to the associations' leadership
•Serves as liaison to local, state, and federal agencies on matters related to benefit programs
•Performs related work as assigned
