Director, Data Warehouse

JOB TITLE: Director, Data Warehouse

REPORTS TO: Chief Accountability and Performance Management Officer

DEFINITION: Directs and manages a team that provides data management and reporting support for offices and schools within BCPS. Develops dashboards to communicate performance metrics for multiple consumer groups within the organization and the community. Maintains the database of system and school-level performance by identifying and determining the informational requirements of users in the school system. Directs the planning, testing and implementation of changes to the database by applying knowledge of data warehousing, data quality, and data security. Advances the data governance agenda of BCPS. Develops and maintains strong internal relationships in order to proactively identify the decision-making and data reporting needs of the system. Serves as a member of the senior leadership team for the Chief Accountability Officer. Provides vision to shape the continuous improvement of business intelligence solutions for the BCPS community. Manages the performance of the data warehouse staff and contractors.

EXAMPLES OF DUTIES:
  • Directs the transformation/build of the existing data warehouse to support the district's goals as outlined in Blueprint 2.0.
  • Directs the activities of the coordinator of the data warehouse and coordinator of data strategy in support of all data reporting activities aligned to Blueprint 2.0.
  • Directs resources (funding, staff, and contracted supports) to create and maintain the data architecture, cubes, adhoc and management reporting, dashboards, and data acquisition from transactional systems.
  • Develops and maintains protocols, best practices, policies, procedures, standards and guidelines for data governance.
  • Defines, documents and instructs on standards and design patterns/paradigms for data processes and/or structures for development of the data warehouse team.
  • Identifies database requirements by interviewing customers; analyzing department and school applications, programming, and operations; evaluating existing systems and the potential for new systems.
  • Recommends solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications.
  • Ensures database performance by supervising the calculation of optimum values for database parameters; implementation of new releases; completion of maintenance requirements; evaluation of computer operating systems and hardware products.
  • Leads collaboration with internal and external clients to defining data needs and reporting requirements. Supports users by building knowledge; providing information; resolving problems.
  • Manages, leads, organizes, delegates and controls the activities and professional development of a team of data warehouse staff, providing evaluation of performance, feedback and coaching.
  • Interfaces with business partners, including IT, external vendors, regulatory agencies and others in matters related to data warehouse strategy and initiatives.
  • Assists in establishing policies, guidelines and processes for governing data and metadata across BCPS.
  • Performs additional duties as assigned.


MINIMUM QUALIFICATIONS:

Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree in IT, computer science, MIS, or related field, plus eight years of experience in data warehousing and business intelligence application development and support, with increasing levels of responsibility.
  • Possession of a master's degree is preferred.
  • DBA certification preferred.
  • Experience with one or more tools such as OBIEE, Informatica, Business Objects, Cognos, Tableau.
  • Experience in Cognos and Tableau are preferred.
  • Experience with database development tools such as SQL, PL/SQL.
  • Experience in ETL architecture and support including design, source to target data mapping, development, and performance tuning.
  • Experience in Data Warehouse architecture and support including data modeling, performance tuning, and disaster recovery. Dimensional modeling experience preferred.

Knowledge, Skills, and Abilities :
  • Knowledge of the principles and practices of database management and K-12 systems.
  • Knowledge of data warehousing methodologies including dimensional modeling, star schema etc.
  • Knowledge of data management best practices such as data governance, master data management, metadata management, data architecture, and data quality management.
  • Knowledge of software and hardware platforms in delivering data warehousing solutions.
  • Demonstrated skills in process design, project management, and communication (written and verbal).
  • Strong leadership, influencing and negotiation skills, including the ability to work effectively across all levels of diverse management and staff.
  • Ability to maintain confidential information effectively.
  • Excellent problem solving skills and ability to present technical information.
  • Ability to do hands on debugging and development on DW and BI applications.
  • Demonstrated ability to lead, motivate, and develop staff.


PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT:
Persons appointed to this class may be required to work evenings, weekends, and beyond their normally scheduled hours with little or no advanced notice.

FLSA STATUS: Exempt

Position is eligible for membership in the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
