    This position reports to the Manager of State and Federal Programs, Treasurer's Department.

    The Compliance Officer is responsible for interpreting, reporting and monitoring federal, state and local grant programs and budgets for compliance with all applicable rules and regulations, in addition to serving as the liaison for audits, monitoring and reviews.
    QUALIFICATIONS
    Training:
    Bachelor's Degree in business, finance, organizational development, accounting or a related field.
    A combination of relevant college course work and professional accounting experience may be considered in lieu of degree.
    Experience: Minimum of three (3) to five (5) years' work experience with federal and state grant laws and regulations, compliance and/or auditing. Prefer familiarity of the Ohio Department of Education Comprehensive Continuous Improvement Plan (CCIP), Uniform School Accounting System (USAS), Project Cash Requests (PCR) and Final Expenditure Reports (FER).
    KNOWLEDGE, SKILLS & ABILITY
    The successful candidate shall have the training, skills and ability necessary to:
    • Develop forms, processes/procedures, data collection methods, and various means of organizing information for review by the Ohio Department of Education and/or U.S. Department of Education officials to assure compliance with all federal and state grant rules and regulations. Serve as the district CCIP coordinator for federal and state grant funding.
    • Consult with program managers, building leadership teams and district-wide teams on the development of educationally and fiscally sound budget plans for use of federal and state grant funds, which are in compliance with all applicable laws.
    • Serve as the liaison to auditors and/or monitors for all federal and state grant funds.
    • Develop and disseminate methods for organizing compliance information. Assist program managers, public and nonpublic schools in compiling this information for review by federal, state and local officials.
    • Assist in determining appropriate uses of federal and state grant funds, develop budget templates, review and approve requisitions and maintain a current inventory of equipment purchased with federal and state grant funds.
    • Develop and provide training and technical assistance for public and nonpublic principals, teachers, and program managers regarding rules, regulations, program requirements, options, and reporting methods.
    • Review and process federal and state grant fund journal entries.
    • Maintain time and effort documentation of monthly personnel activity reports or semi-annual certifications for all staff paid by federal grant funds.
    • Complete the Schedule of Federal Awards and Expenditures, GASB 34 Receivables, Indirect Cost Recovery Proposal, Comparability Report and Program Audit Compliance Tracking System (PACTS).
    • Perform other duties as assigned.

    Salary Classification and Range: Associate I - per CAAS Agreement
