  • QUALIFICATIONS: This position requires the knowledge of Enterprise Resource Planning (ERP) systems, including PeopleSoft HCM with emphasis on HR; applicable accounting payroll, budgeting, and financial management practices; methods and techniques for research, data collection, reporting writing; Labor code and Education Code as it relates to educational agencies; modern office practices and procedures; correct English usage, grammar, spelling, punctuation, and vocabulary.

    Must possess the skill to become subject matter expert in HCM/ERP (i.e. Time/Labor, HR, Benefits, Absence); interpret and apply segments of education and administrative codes and collective bargaining agreements; design and maintain computerized record keeping systems that interface with human resource management information systems technologies; operate standard office equipment including microcomputers and related software applications; train, supervise, and evaluate the work of others; establish and maintain effective working relationships with others; communicate effectively orally and in writing; meet schedules and timelines; read, interpret, apply, and explain rules, regulations, policies, and procedures.

    Must be able to assist with the management and operation of day to day Human Resources; plan, develop, and evaluate the operational processes, procedures and functions for employee relations, time and labor relations, benefit administration,classification and compensation programs, employee records, organizational development; manages day to day operations of HCM/ERP software program as well as is the subject matter expert in this area; oversee time, labor, benefits operations
    and work with the various departments to ensure timely completion of tasks (Payroll, insurance, benefits, etc.); provide technical training and assistance to staff; assist in developing district programs, interpret legislation, and ensure compliance
    in a variety of areas related to human resources; regularly review communications of human resources and employment information to keep up to date on actions related to employment, assure legal compliance and minimize risks; coordinate
    meetings with HR staff, Payroll, school sites and/or data processing to discuss changes, updates and other related HR policies and procedures; conduct training pertaining to the enhancement of leadership/management and supervision skills, organizational development, and customer service for classified managers; advise department heads and supervisors on a variety of issues relating to employee relations, organizational development, and personnel administration; manage, plan assignments, and organize the workflow of the information services area within the division; develop programs and processes for improving efficiency of operations; ensuring policies and procedures were followed; plan, organize and coordinate the processing activities and operations for the department to ensure timely completion of projects with strict deadline; provide input for performance reviews, provide clear performance expectations, monitor performance and staffing needs; assist the Director of Human Resources and HR administration with monitoring regulatory changes, trends, and program improvements, updates and additions for human resources programs (i.e. CalPers, CalStrs) administration but may include other areas as requested; provide variety of reports and statistical records as needed; perform other related duties as assigned.

    EXPERIENCE: Any combination equivalent to sufficient experience, training, and/or education to demonstrate the knowledge and abilities listed above. Minimum of 3 years' experience within a Human Resource Supervisory Role position, college degree in a field related to HR or HR Certification preferred. Additionally, the experience should include two years of computer skills application (PeopleSoft experience preferred) in a network system, as well as experience with supervision of employees.

    A CRIMINAL HISTORY CHECK WILL BE REQUIRED OF SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.

    DUTIES OF POSITION: Under the general direction of the Human Resources Director or designee, supervise, plan, organize and direct the daily operations of the Human Resources Department. Work independently on many projects as well as being the subject matter expert for KHSD ERP/HCM software. This position is responsible for diversified functions such as, but not limited to, classification and compensation, recruitment, examination, placement, employee benefits, training, labor and employee relations, legal compliance and litigation avoidance activities. Perform related work as required. Exercise responsibility for assuring that many departmental activities and functions are completed in an accurate and timely manner and within established schedules/timelines.

    STARTING SALARY: $7,357.00(monthly)
    NUMBER OF MONTHS: 12 (to begin as soon as possible)
    NUMBER OF HOURS: 8 (daily working hours 7:30 a.m. to 4:30 p.m.)
