  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: TELESCHOOL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in communications or related field.
    Experience: Six (6) years of responsible professional work experience in broadcast television, video production, multi-media technology or telecommunication, of which one (1) year shall have been in an educational program, agency or system.
    Experience Desirable: Three (3) years of experience in an educational setting including computer networking, managing data and video content servers. Prior experience supervising or leading a staff.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Basic principles of studio and professional video production with multi-camera shooting; media management procedures and practices; principles, methods, and theory of media communication; social psychology; laws, rules, regulations and administrative procedures pertinent to areas of assignment.
    Knowledge Desirable: Principles and practices of managerial supervision; advanced level of standard software applications proficiency with an understanding of current video/photo formats, codes, project based file management, and advanced Final Cut Studio and Adobe Creative Suite video editing software; proper handling and troubleshooting of broadcast quality video production and post-production equipment; safety practices related to video production; understanding of the distinction between line and staff positions and functions within HIDOE.
    Ability to: Provide leadership in media production and use in the areas of assignment; deal effectively with the public and media to provide information and/or make appropriate referrals; communicate effectively with others both orally and in writing; operate computer and other business machines, including still and video cameras; use tools, equipment, instruments and devices appropriate to the areas of assignment; maintain awareness of developments in communications and technology.
    Skills/Abilities Desirable: Use effective interview techniques, coaching procedures and evaluation procedures; skills in personnel management, interaction and supervision techniques; prepare and monitor unit and project budgets; identify important issues or problems in area of responsibility; work as part of the team with the staff and with other offices; analytical skills to review information and formulate alternative solutions to problems.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Communications Director of the Communications Office, the Telechool Specialist II:
    1. Supervises and provides technical direction to video services staff; manages production and post-production schedules with available resources to ensure that deadlines are met, composes reports and maintains files and records of projects and production materials.
    2. Manages all functions and services in the Video Production Branch. Ensures that pre-production and planning requirements are followed, including the process from overall production concepts, production and post-production tasks.
    3. Consults with subject matter experts and other Video Production Branch staff and visually interprets their ideas into creative educational, professional development or public relations productions.
    4. Develops staff development opportunities. With support of Communications Director, attends training to ensure skill level in various technologies. Monitors and researches production trends to ensure the best use of resources. Ensures compliance with policies and regulations.
    5. Generates initial annual budget for submission to Communications Director and manages budgeted funds throughout the year. Performs all budget duties required before or by the deadline.
    6. Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those supervised. Performs video production duties when necessary.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
