Information Technology Director - Chief Info Security Officer

  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INFORMATION TECHNOLOGY DIRECTOR
    Training: Graduation from an accredited college or university with a bachelor's degree in information and computer sciences, or a bachelor's degree in business administration with specialization in management information systems.
    Substitutions for Training: 1. Bachelor's degree in any field from an accredited college or university PLUS significant on-the-job training in information and computer sciences or management information system; OR 2. Four additional years of relevant professional work experience may be substituted for education on a year-for-year basis.
    Experience: Nine (9) years of responsible professional experience in electronic processing systems analysis and/or computer programming of which five (5) years shall have been in an education agency, program or system including two (2) years of supervision of professional staff in information systems development or related functions.
    Substitutions for Experience: 1. Master's degree in information and computer sciences or related area from an accredited college of university may be used to satisfy two (2) of the nine (9) required years of professional experience. 2. Excess professional work experience in a role covering cyber security or IT architecture may be counted for years in an education agency, program or system.
    Experience Desirable: Seven (7) combined years of specialized experience in IT architecture and IT security, of which three (3) years must have been supervisory in nature and two (2) years managing multiple projects in multiple technologies and functions.
    Combined Education and Experience: Combined Education Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
    Knowledge of: Computer and data systems; computer programming; electronic data systems; information systems in organizations; database systems; statistical data analysis; information systems analysis and design; management and organizational behavior; productivity management; principles and practices of supervision; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Knowledge Desirable: IT architecture concepts, strategy, and modeling; IT security concepts and strategy; IT security compliance; project, resource, and change management practices and techniques; IT management, leadership and group dynamics; theories, principles, and practices of IT, operation and management of computing systems to include emerging technology particularly as it relates to the education environment and administrative systems; personnel management; familiarity with application of IT in educational systems.
    Ability to: Plan, direct, coordinate and evaluate central staff services in information systems; recommend changes in procedures and practices to improve efficiency and economy; deal effectively with federal, state and departmental officials to accomplish program goals and objectives; provide department-wide advice; communicate effectively with others both orally and in writing; operate computer and various business machines.
    Skills/Abilities Desirable: Develop IT strategic plans and architecture models; develop and manage IT security strategies, IT security compliance and response to security breaches; manage large, complex IT projects in an education system; apply knowledge of IT programs in an educational system; evaluate programs and staff members; communicate orally and in writing with high level officials on sensitive matters; and effectively represent OITS to the customer base.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Assistant Superintendent of the Office of Information Technology Services, the Information Technology Director:
    1. Directs all of the activities of the branch. Develops long-range strategic plan, including workforce, resources (staff, fiscal, contract, etc.), and infrastructure for branch activities. Provides general administrative and technical direction to the branch. Plans and defends requirements for the branch?s operating budget. Administers procurement for branch requirements and manages branch contracts. Oversees budget expenditures in accordance with allocated funding. Performs personnel management functions including recruitment, hiring, training, and evaluation/performance management of branch staff. Develops and implements learning strategy to maintain knowledge and provide growth for branch staff.
    2. Serves as the Chief Information Security Officer for the DOE. Identifies, develops, implements, and maintains processes across the enterprise to reduce IT risk. Establishes appropriate standards and controls, manages security technologies, directs the establishment and implementation of IT security policies and procedures. Responds to and remedies IT security incidents and ensures IT security-related compliance.
    3. Provides review and guidance for IT projects to ensure alignment and assess impact to the IT architecture and strategy. Provides oversight and monitoring of OITS projects to ensure successful implementation and operationalization. Ensures appropriate application of project management processes and makes overall work assignments. Ensures appropriate establishment of project plans, milestones, resource requirements, and ensures milestones and targets are met.
    4. Develops, maintains, and manages an enterprise architecture strategy and plan for the DOE. Serves as an expert advisor on IT initiatives and provides guidance as to direction and fit in the current IT architecture plan and strategy. Analyzes current and future enterprise IT initiatives to develop enterprise architecture requirements, structures, and models, and ensure successful enterprise-wide modernization, integration, and compatibility. Develops and manages enterprise architecture governance structure via various OITS committees/workgroups.
    5. Confers with high level administrative and technical personnel in the DOE and other government agencies to facilitate accomplishment of program requirements. Advises schools, complex area, and DOE state office personnel on issues related to enterprise IT architecture, security, and planning and implementation of IT initiatives. Assists or represents the OITS Assistant Superintendent in presenting information to the Superintendent, Board of Education, Legislature, public, and other public or private organizations. Conducts or directs special studies and makes recommendations to or prepares reports for the OITS Assistant Superintendent. Serves on corporate level boards, special task forces, or other committees relative to IT architecture and security and the overall OITS program. Establishes and maintains liaison with other branches to ensure services provided continue to be relevant. Evaluates branch programs and adjusts as needed.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-10, $108,207 to $153,180. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $108,207.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
