Job Summary
Oversees and manages all Pre-K - 3 Early Literacy Specialists for the School District. Creates and maintains systems and structures that will result in quality, initial and needs-based literacy
instruction for underperforming schools. Coordinates the activities of the Early Literacy Specialists of designated School District schools. Plans and oversees the activities of Early Literacy specialists. Coordinates the development and implementation of literacy evaluation procedures.

Essential Functions
  • Plans and oversees establishment of procedures designed to ensure the common elements in all District operating procedures in regard to grant funded K-3 literacy development activities are organized to effect efficient accurate results.
  • Plans and supervises the activities of the Early Literacy Specialists.
  • Ensures continuous, provided support in the implementation of quality literacy instruction, assessments and personalized professional development on best practices.
  • Supervises the activities of the Early Literacy Specialists related to the creation and review of student data progress with teachers and teacher teams.
  • Oversees the activities of the Early Literacy Specialists related to facilitating support training and implementation of Developmental Reading Assessments (DRAs).
  • Develops, plans and conducts ongoing professional development training for Early Literacy Specialists on integrating best practices.
  • Observes and monitors the implementation of quality literacy instruction at designated schools.
  • Coordinates the development and implementation of evaluation studies of PreK-3 grant funded literacy programs.
  • Assists the Early Literacy Specialist in keeping abreast of State mandates, District initiatives, and opportunities for participation in grants or special programs.
  • Coordinates with the School District initiatives and the State regarding the effectiveness of the Literacy program implementation.

Minimum Requirements
  • Master's degree in education from an accredited college or university with major course work in education.
  • Five years of full-time, paid, professional educational experience as a full-time reading teacher in an urban setting.

Knowledge, Skills and Abilities

Demonstrated knowledge of:
o the theories and principles of early childhood growth and development.
o effective school concepts and principles.
o state-of-the-art research and proven best practices in areas of responsibility.
o principles and concepts for continuous quality improvement in education.
o the contents, materials, methodologies and practices utilized within reading education at
the pre-kindergarten through grade three levels.
o federal and state laws, guidelines and regulations governing the management of grants.
o funding sources, public, private and governmental, for programs directly and/or indirectly
related to literacy development.
o current social, economic and various other problems and needs of urban families as they
relate to the ability of children to achieve.
o the administration and evaluation of state and federally funded programs.
o the principles, practices and procedures of administrative control.
o supervisory methods and techniques.

Demonstrated ability to:
o coordinate the preparation of effective funding proposals and grant applications.
o interpret funding source documents and establish ongoing controls to ensure the
appropriate utilization of funds received.
o plan, coordinate implement, monitor, develop and assess a comprehensive
network of public, private and government funded literacy programs.
o communicate effectively, both orally and in writing.
o establish and maintain effective working relationships.

Certificates/Licenses
Possession of a valid Commonwealth of Pennsylvania Administrative Certificate for Elementary Principal or Principal K-12.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4029. Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
