Under the supervision of the General Counsel, the Legal Specialist provides all administrative support as deemed required of a Legal Specialist for the General Counsel.

Brief Description:

This is an ASASP Unit III Table 900 position Grade 26

Salary Range: $57,966 - $104,469

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Manages a tracking system for records requests filed under the Freedom of Information Act or Maryland Public Information Acting, including: maintains a database of records requests and response timelines; requests and compiles records for attorney review; prepares draft correspondence; and files timely responses on the attorney's behalf under deadlines required by law;
  • Oversees memordanums of understanding (MOUs), agreements, grants, and contract matters, including processing for the Chief Executive Officer (CEO) signature and retention of historical files;
  • Formats and files pleadings, motions and memoranda in cases before the Office of Administrative Hearings and Maryland State Board of Education;
  • Coordinates the distribution of Acknowledgement of Claim Letters for liability claims evaluation and attorney review;
  • Coordinates the distribution of mail, telephone calls and/or email correspondence for the Office of General Counsel; responds to, directors and/or takes messages, as needed, and communicates with General Counsel, Deputy General Counsel, and Associate General Counsels either via email or voicemail;
  • Manages the General Counsel's calendar;
  • Manages, organizes and maintains a large volume of legal and administration files; establishes file tracking and maintenance system for legal documents and oversees adherence to document retention schedule for historical files as required;
  • Prepares letters, pleadings, reports, briefs, contracts, and Board related legal matters; includes proofing for proper spelling and grammar, and forwarding draft to the appropriate General Counsel and/or Deputy General Counsel for review;
  • Prepares correspondence and/or documents on behalf of the General Counsel for the CEO, Board Office staff, Executive staff, Principals, and school-based staff on a myriad of legal issues;
  • Prepares correspondence and/or documents for Board of Education meetings;
  • Prepares revisions/updates to Board of Education Policies and Administrative Procedures;
  • Manages and directs subpoena requests for both student and employee records;
  • Provides technical administrative assistance to attorneys and staff;
  • Maintains and enters leave and payroll information;
  • Coordinates courier service for delivery of packages, as necessary;
  • Coordinates the scheduling of administrative hearings, includes drafting notices and reserving conference rooms and Court reporter; and
  • Performs other duties as assigned.


  • Job Requirements:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Must have a minimum of 10+ years of legal secretarial experience, preferably in a professional environment providing lead administrative support to an executive;
  • Must speak, write, and read English fluently and be able to interact positively with all levels of staff and a broad base of customers, ranging from students and parents to executives, politicians, and community leaders;
  • Must be highly proficient in Microsoft Word, Excel, PowerPoint, Oracle, and Google Mail and be skilled in using the internet for work-related research; knowledge of Visio and Adobe Acrobat preferred;
  • Ability to pass pre-employment test;
  • This is a highly analytical position, that requires demonstrated experience in analyzing documents, information and working quickly and accurately;
  • Must be able to multi-task and quickly analyze issues, shift priorities, and cope with ambiguity in a fast paced environment; and
  • Must be able to manage a demanding and high volume workload and to work extended work day hours, when required.
