Regional HR Manager: Upper Valley

Location: Upper Valley

Role Mission: The Regional Human Resources Manager (RHRM) is tasked with ensuring that IDEA Public Schools is a Great Place to Work with excellent staff retention, culture and an organization that treats employees with respect. The RHRM supports IDEA's leaders and staff by providing guidance, advice and direction that align with IDEA's mission, vision, and core values while mitigating risks and liabilities. It is the role of the RHRM to drive IDEA's business objectives by acting as a change agent and creating partnerships with management, staff and parents. The RHRM also provides resources and seeks to develop strategies in HR related topics:
  • FMLA/Extended time off
  • Staff correction action plans and/or transitions
  • Staff safety and incidents
  • Worker's compensation filing
  • Educator certification compliance
  • Human Resource training (I.e. Sexual Harassment, Mandatory Reporting etc.)

  • Accountabilities/Responsibilities:

    1. 100% Regulatory compliance for all state/federal authorizers and regulatory agencies
    • Complete monthly and annual audits and engage with staff according to audit protocols (I.e. I9, fingerprints, criminal background checks etc.)
    • Special projects to enable IDEA Public Schools to remain complaint in all areas of our work

    2. 85% staff retention for assigned region
    • Resolve/hear employee relations concerns and conduct investigations with resolve ideally within 24-hours
    • Monitor HR Call Support Center (Zendesk) and ensure tickets are acknowledged within 12-hours and resolved within 48-hours when applicable\Attend weekly regional and HA staffing tactical to learn about employee relations concerns and share cross-functional knowledge as needed
    • Support school leaders with staff, student and parent grievances to resolve at the lowest level
    • Continuous review of retention and exit interview data to identify trends and provide strategies at the regional level to identify trends and strategies to improve

    3. 100% of staff members possess appropriate licensures, certifications, or requirements for their role for assigned region (Sped, ESL, Bilingual, School Psychologists, SLPs, OTs, Social Workers, Bus Drivers)
    • Partner with regional staffing team, hiring managers and new hires team to ensure qualifications for are in good standing
    • Develop special education training and follow-up with principals in the field
    • Train recruiters, selectors and hiring managers to understand, identify and troubleshoot licensing/certification requirements based on applicable role

    4. 80%-win rate of unemployment claims filed
    • Follow up on unemployment claims within 48 hours
    • Engage with managers in all staff documentation, disciplinary actions and employment decisions
    • Coach and develop leaders on how to effectively use progressive discipline to correct behaviors and reset expectations by providing feedback on performance improvement plans
    • Represent IDEA in unemployment hearing cases as needed

    5. Respond to staff requests for Family Medical Leave Act (FMLA), Worker's Compensation, and Unemployment Claims within 48-hours or sooner
    • Guide and educate staff on the FMLA process and approval
    • Coach and develop leaders on how to effectively support their direct reports when taking FMLA or Worker's Compensation
    • Handle the administrative documentation for FMLA, Worker's Compensation, and Unemployment Claims

    6. Resolve 100% of staff relations concerns according to protocols and standards established in standard operating procedures (Resolve 90% of cases within 5 business days):
    • Ensure escalation protocol for staff relations cases are followed accordingly
    • Guide and educate campus, operations and headquarters leaders through new and more difficult situations in order to provide them with the necessary tools to handle future issues without heavy HR intervention unless necessary
    • Review past concerns and issues for problem solving; work with regional leadership to develop consistent practices around performance and accountability

    Qualifications:
    • Education: Bachelor's Degree in Human Resources Management or Organizational Development
    • Experience: 3 to 5 years' employee relations and HR Generalist experience
    • Licenses or Certifications (if applicable): PHR / SPHR preferred

    Knowledge and Skills:
    • Experience in all areas of human resources, including talent management, change management, staff relations, organizational development and training.
    • Possess solid business acumen for processes outside of HR
    • Experience applying analytical and process driven HR processes
    • Experience providing exceptional customer services, internally or externally
    • Experience apply strategic thinking in all experiences and then working in a hands on manner to accomplish multiple goals/ priorities
    • Experience coaching and providing upward feedback to all levels in the organization
