General Responsibilities:
The Programmer/Analyst is the lead developer and applications analyst, and leads in the operation, support and development of our enterprise applications services, including the business process platform and custom applications.

The current environment includes the OpenText Metastorm business process platform and applications developed in .NET. The position will involve developing new applications in these areas and supporting processes and workflows related to finance/human resources systems, student information, and other areas.

The Programmer/Analyst is responsible for overall maintenance of these systems, including administration, development, documentation, and security. The Programmer/Analyst will also work collaboratively with other Enterprise Systems team members to develop new systems or modify current systems to add or improve functionality.

Develop and implement a plan for ongoing assessment of system performance and the identification of problem areas. Applies adopted security schemes to applications, as well as assisting in disaster recovery if necessary. This position includes access to confidential employee, financial and student data, and requires discretion and confidentiality.

Qualifications :
  • Degree in computer science, information technology or related field or an equivalent combination of education and experience.
  • Minimum of three years experience in application development, preferably in business process / workflow systems and experience with .NET development.
  • Experience in developing and maintaining applications that use Microsoft SQL Server databases.
  • Experience with Visual Basic and/or C# in the .NET environment.
  • Experience writing SQL queries, stored procedures and views.
  • Knowledge of reporting and query tools and practices.
  • Strong understanding of standard relational database structures, theories, principles, and practices.
  • Experience in developing documentation and procedures.
  • Skills and Abilities
  • Ability to quickly understand complex systems from a technical, organizational and logical perspective; how they interact with the operation of the school district; and the impact and connection these systems have to different types of users (faculty, administration, support staff) and to departments in the school (Administrative Services, Business Office, Attendance Office, Registrar, etc.);
  • Ability to effectively utilize adopted technology management framework principals and processes.
  • Ability to complete multiple, complex projects; multi-task; meet frequent deadlines.
  • Ability to work both independently and in teams, demonstrate exemplary interpersonal skills, communicate clearly with staff, students, parents, and the public and be customer-service oriented.
  • Excellent oral and written communication skills and the ability to effectively communicate with stakeholders and co-workers on technical topics and project requirements.

  • Technical
  • Provides advanced technical expertise in application development in a .NET environment.
  • Plans and develops BPM projects following defined specifications.
  • Possesses in-depth knowledge on the functionality and databases of numerous data-driven technical systems, including the business process/workflow, course management, document archiving, content, student, and financial management software; including how these systems interface and move data between each other.
  • Application Design
  • Designs and documents application architecture in accordance with design and functional requirements.
  • Designs, maintains, and develops applications in our business process platform in accordance with defined specifications.
  • Defines database schemas, tables, procedures and security as it relates to a specific application.
  • Works to develop and apply security standards to data across the enterprise.
  • On-going Operation
  • Monitors and maintains application security and provide for security auditing on critical systems, especially as it relates to the school's HR and financial management systems.
  • Monitors and adjusts capacity and performance requirements.
  • Coordinates with the other members of technology team on upgrades, maintenance, support, and backups.
  • Provides constant support for critical situations; monitor systems proactively for availability, while working to minimize downtime.

  • Provides advanced technical expertise to development team in support of their role maintaining the district's websites and custom applications.
  • Provides advanced technical expertise to the applications support team and advisory groups.
  • Exhibits a positive attitude and projects a positive image of the District to staff and others.

  • Performs other duties as assigned by supervisor.
  • Rate of Pay: Exempt Support Group; commensurate with education and experience
