Job Summary
The Benefits Administrator tracks benefits eligibility for all Anchorage School District employees, and serves as a liaison between ASD, unions, and insurance companies. The position advises on compliance with the Affordable Care Act (ACA) and researches and responds to marketplace appeals and IRS tax penalty notices. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's degree in human resources management, business administration, or a related field. Equivalent experience, education, and training may be considered in lieu of the degree requirement.Five years experience in and knowledge of working with employee benefits.Certified Employee Benefit Specialist (CEBS), Professional Human Resources (PHR) or Senior Professional Human Resource (SPHR) or equivalent certification or the ability to obtain certification within one year of employment.Ability to communicate effectively and compassionately particularly as relates to sickness and death benefits.Ability to work independently and to maintain absolute confidentiality.Ability to work accurately and efficiently with technical data.Ability to apply established procedures to practical situations and make decisions or make recommendations for system improvements.

The following are preferred:
  1. Experience working with a Human Resource Management System (HRIS) and/or a benefits platform.

Essential Job Functions
  1. Audits and reconciles benefits eligibility status for all employees and Anchorage School Board members in accordance with current bargaining agreements, generating monthly eligibility reports and premium payments.Reconciles and generates benefits-related monthly reports for year-end audits.Reconciles and audits COBRA accounts with knowledge of federal regulations, authorizing monthly payments to the appropriate authority.Reconciles and audits retiree accounts and generates past-due notices with follow-up cancellations and communication as required.Serves as liaison with third party administrators and applicable union health trusts to review and correct eligibility problems.Responds to inquiries regarding life and health insurance, death claims, and disability life insurance for all employees and school board members as necessary.Assists beneficiaries with the processing of death claims.Interprets insurance terminology and policies while assisting and answering employee questions.Interprets current benefits-related contracts while assisting and answering management/supervisor's questions.Maintains and monitors a calendar of contract deadlines.Reconciles and audits ASD's flexible spending account (FSA) program.Recommends processes and procedures to comply with the Affordable Care Act (ACA) and mitigate organizational exposure to taxes and penalties.Researches and responds to ACA marketplace appeals and IRS tax penalty notifications and maintains appropriate documentation.Coordinates with other ASD departments on ACA reporting requirements and compliance monitoring.Coordinates and develops open enrollment materials and participates in employee informational presentations.Participates in ASD Health Task Force meetings.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
