Title of Position: Education Specialist, Finance and General Services (Controller)

Reports to: Director, Finance Office

Description of Position:

The Education Specialist, Finance and General Services (Controller) is a member of the Finance Office, within the Operations Support Team of the Department of Education.

Major Responsibilities Include:
  • Provide budget management, technical assistance, expenditure oversight and periodic financial reporting to Department workgroups and leaders.
  • Review requests for teacher stipends, food provisions, travel and professional development opportunities, contracts with vendors and other state employees, funding for substitutes, statements of agreement and Memoranda of Understanding (MOU) to ensure alignment with the appropriate laws, regulations and/or policies and to confirm funding availability.
  • Manage and administer internal contracts and leases for Department operations.
  • Review and authorize the daily processing of the Department's financial obligation documents from all funding sources through First State Financials.
  • Prepare the Department's monthly expenditure report, ad hoc financial reports, and analysis as required by management.
  • Develop and maintain assigned components of the Department's financial policies and procedures.
  • Coordinate and administer financial training opportunities for Department staff.
  • Communicate with the Division of Accounting regarding financial transactions and processing.
  • Identify and implement operational efficiencies for assigned processes.
  • Supervise two financial secretaries.
  • Perform other duties as assigned by the Director of Finance.

Education: Bachelor's degree with five years related experience in Delaware state government.

Experience:
  • A minimum of three years of experience in financial management and oversight, and document processing.
  • In-depth experience using First State Financials is required.
  • Knowledge of and experience with state procurement policies and procedures is preferred.
  • A minimum of five years of proficient Microsoft experience, to include creation and use of spreadsheets is required.

Skills
  • Strong knowledge of Delaware's Budget and Accounting Manual, and applicable federal and state law.
  • Demonstrated skills in effectively and efficiently using the State's accounting system, and assisting others with learning the system.
  • Ability to effectively present recommendations and guidance in a concise and effective manner.
  • Ability to perform responsibilities with minimal supervision.
  • Ability to prioritize a wide range of tasks with competing deadlines and importance.
  • Skill in problem solving, to include the ability to perform historical research and gather data.
  • Capable of setting priorities and working under pressure.
  • Excellent communication and interpersonal skills, handling questions and concerns with speed and professionalism.
  • Experience providing exceptional customer service in a central service organization.
  • Ability to thrive in a fast-paced environment and to excel at multi-tasking.

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
