POSITION SUMMARY
The Procurement Associate (Buyer - Federal Programs) provides assistance in the technical and administrative functions of the centralized purchasing activities of APS for Federal Programs participation. This includes the purchase of goods and services in accordance with applicable laws, policies, rules, and regulations as set forth by the Atlanta Public Schools, the Georgia Department of Education and other federal, state and local agencies. Performs a variety of purchasing assignments including research, review and routing of independent contractor agreements and other procurement documents, preparing contract renewal documents, updating forms and templates, maintaining procurement website, and preparing procurement related reports. Under the guidance of the Executive Director or Purchasing Agent staff assists in the formal solicitation process.
This position is a grant funded Federal Programs position, and is appointed on an annual basis.
KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of personal computers and common office software and productivity tools including MS Office, MS Outlook, Adobe Pro, and ERP systems, such as Lawson
  • Knowledge of the principles of general management, business administration, and purchasing
  • Analytical and organizational skills
  • Ability to develop effective and cooperative working relationships with APS departments, employees and suppliers
  • Ability to effectively communicate orally and in writing

ESSENTIAL DUTIES
  • Assist with document preparation for the Federal and State monitoring and audit of various procurement related documents / processes.
  • Compile and summarizes procurement data for all required Federal and State reports.
  • Review, route and track forms and documents that support the use of all Federal program funds including the following: preparation, processing and review of contractual documents (including Independent Contractor Agreements, Single/Sole Source forms, APS standard contracts, and vendor generated contracts), procurement related procedures, templates, logs, forms, guidelines, checklists, SOPs, and Procedures Manuals.
  • Advises and assists end users with the specification development, issuance, evaluation, and contract administration of lower dollar, less complex IFBs for Federal Programs, under the guidance of Executive Director or Purchasing Agent staff.
  • Assists Purchasing Agent and Senior Buyer staff with the solicitation process and contract administration for complex, high dollar solicitations for Federal Programs.
  • Prepares procurement related reports from the APS Financial System and by compilation of other industry and procurement data from various sources as needed.
  • Represents Purchasing and Warehouse Operations Department at meetings with other APS departments, suppliers, and other public agencies.
  • Maintains the integrity of the public procurement process.
  • Maintains Procurement website, ensuring consistency, and maintaining professional, updated appearance of site.
  • Maintains current knowledge of purchasing practices through vendor contact, organization membership, trade literature, training, and trade shows.
  • Performs other duties as assigned by the appropriate administrator.
  • Required to attend scheduled shift during regular/business hours as mandated.


Requirements: MINIMUM REQUIREMENTS
EDUCATION:
  • High School Diploma or GED required
  • Associates degree with major coursework in business administration, public administration, or procurement preferred.
CERTIFICATION/LICENSE:
Certified Public Purchasing Buyer (CPPB) or equivalent preferred
WORK EXPERIENCE:
  • 2 years of experience in bookkeeping, purchase order processing, financial reports, contracts, and/or other procurement related activities
  • Experience working with federal grant programs and processes


Compensation: SALARY GRADE: 122
SALARY RANGE: $40, 707 to $60, 860
WORK DAYS: ANNUAL

FLSA Status: Non-Exempt
