Title: Program Evaluation Analyst

Job Summary:
Conducts data collection, organization, compilation, analysis, and interpretation of results; Conducts research and program evaluation activities for the District; Performs a diverse range of tasks in analyzing student achievement data and producing statistical reports

Duties and Responsibilities:
  • Designs and conducts evaluations of District initiatives and school-based programsDevelops evaluation instruments including student, staff, parent, and other stakeholder surveysDevelops new programs for analyzing student assessment results such as gain scores, identification of at-risk students and longitudinal studies of selected students or groups of studentsCleans and manipulates data, merges data files, prepares data loads, and documents processesOrganizes, analyzes and interprets test results and other measurements of student progressAdvises and assists departments/schools with data analysis related to District and school planning and assists in gathering and interpreting data they requireServes as a resource for principals, teachers, and administrators to answer questions about assessment, evaluation, and analysisWrites reports with recommendations based on findings and makes oral presentationsWrites SQL queries to extract data from District data sources such as the student information system and data warehouseCreates charts, graphs, and summaries of data and statistical analyses using data visualization and presentation toolsFacilitates research projects conducted in the District by outside agencies as assignedConducts research studies and literature reviews as assigned and identifies effective practicesConducts workshops related to data and interpretation for local school and central office personnelPerforms other duties assigned by the appropriate administrator

Education and Experience
Education:

  • Bachelor's Degree required or equivalent experience (2 years of similar work level experience = 1 year of college). A combination of experience and education may be used to meet the Bachelor's Degree requirement

Experience:
  • Minimum of 2 years of experience working with large data sets and/or experience in areas related to data analysis and presentation, survey development, and/or evaluation design preferably in an educational or social service environment Experience with SQL or Microsoft Access is preferred

Certification/Licensure:
  • None required

Minimum Qualifications:
  • Proficiency in a statistical programming language is required (e.g., SAS, Stata, R)Proficiency with data visualization tools (Tableau, Power BI) preferredKnowledge of current educational research methods and statistics including methods of assessing academic achievementExtensive knowledge of Microsoft Office products including Excel and PowerPointAbility to communicate and collaborate effectively with school system personnel and the general public, and work with diverse groups of peopleExcellent presentation skillsExcellent leadership and organizational skills

Salary Information:
Salary Range for 2018-2019
  • $63,108 - $74,481

Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule B-235, Executive Scale, Step 1 - Step 9.
