GENERAL SUMMARY

Administers and oversees a variety of Human Resources functions including, compensation & benefits, leaves and HRIS. Responsible for meeting, reporting, compliance, and auditing requirements related to HR information. Responsible for major essential functions of the HR Department.

ESSENTIAL DUTIES & RESPONSIBILITIES

Oversees and administers mandated training related to compensation, benefits and leaves.

Oversees and manages assigned employee relations issues as related to grievance administration, discipline, training, allocations and placement, contract compliance.

Serves as the HR representative at assigned monthly unit meetings.

Responsible for reporting, compliance and auditing of HR information for state and federal requirements.

Develops and recommends processes/manuals for efficiency and best practices.

Serve as Project Manager for departmental and district wide projects, including system & software implementation.

Administers, implements and maintains all reports and reporting systems for HR with data from the HRIS system.

Recommends and implements processes that improve data integrity of Human Resource Information Systems.

Oversees Springfield Public School employee benefits including, but not limited to, workers compensation, unemployment, medical leaves of absence, insurance (medical, disability, etc.), and other such benefits.

Acts as the liaison to the City of Springfield Retirement Board, City Benefits Office and Payroll.

Performs related duties of a similar nature and level as assigned.

MINIMUM JOB QUALIFICATIONS

Education and Experience

Bachelor's degree required in relevant area; Master's degree preferred in human resources, psychology, business administration, or related field. Minimum 3-5 years of relevant experience, including experience in worker's compensation, leave, unemployment, HRIS and collective bargaining agreement review and implementation.

Appropriate education substitutions can be made.

KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of state and federal laws for administration and compliance of employee compensation and benefits

Knowledge of labor relations and unit contracts

Knowledge of position control allocations and placements for vacancies/transfers in compliance with the budget

Knowledge of HRIS and Microsoft Access

Knowledge of multiple software programs and systems for integrations

Knowledge of district-wide processes and information for data requests

Knowledge of the interactive process for ADA compliance related to accommodations.

Ability to oversee and provide guidance to subordinates to ensure compliance of assigned HR matters.

Ability to maintain confidentiality of medical and personal information

Ability to maintain reporting requirements to ensure state and federal compliance

Ability to maintain confidentiality regarding grievances, discipline and negotiations

Ability to assist in disciplinary matters that have escalated to suspensions and terminations

Ability to understand data representations and manage data using statistical analysis

Ability to understand all aspects of HRIS for data auditing and compliance with best practices

Ability to survey and review departmental needs for best practices

Ability to advise management of potential problem areas and recommends/implements solutions as appropriate

Ability to implement a system from planning phase to implementation

Knowledge of a wide array of departmental processes and practices

Knowledge of process efficiency and improvement methodologies

Ability to manage needs of multiple stakeholders for project implementation

Ability to balance competing requirements and needs of client organizations

Ability to develop and write reports, policies, and correspondence

Ability to respond to questions from staff and visitors

Ability to define problems, collect data, establish facts, and draw valid conclusions

Ability to interpret an extensive variety of data and instructions in written, oral, schedule, mathematical, or diagram form and deal with several abstract and concrete variables

Ability to collect, organize, and interpret data and prepare accurate records

Ability to compare data from a variety of sources for accuracy and completeness

Ability to organize large volumes of detailed data and information

Ability to verify and maintain accuracy of detailed data and information, detect data errors

Ability to maintain well-organized materials, files, systems and tools

Ability to adapt to changes in work situations and priorities

Ability to reason/analyze; use logic to identify and resolve problems

Ability to establish and maintain constructive and cooperative interpersonal relationships with staff, peers, supervisors, or managers in the work unit and other departments, as well as with staff of outside entities and other individuals, as applicable to the essential duties and responsibilities

PHYSICAL REQUIREMENTS

Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects, including the human body.

WORKING ENVIRONMENT

This position requires employee be in an office or similar indoor environment, with occasional visits in the community. Employee may be exposed to individuals who are rude or irate.
