JOB TITLE : HR Management Analyst

REPORTS TO : Assistant Superintendent, Human Resources

DEFINITION : Assists with the coordination of internal Human Resources (HR) functions to include HR efficiencies, professional support in data management and reporting, including data requests from internal and external sources. Generates, compiles, and analyzes a variety of reports, project plans, and documentation for HR business processes, operational procedures, and organizational effectiveness. Works on special projects. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Analyzes data and assists in the development of recommendations, milestones, benchmarks, and metrics.
  • Ensures relevant and accurate data are collected and analyzed on a timely basis. Confirms that regular reports on program progress are prepared and distributed to appropriate stakeholders.
  • Collaborates with HR Operations to obtain and analyze data with regard to workers compensation and employee attendance monitoring programs.
  • Assists in working collaboratively with human resources colleagues to facilitate, troubleshoot, and develop recommended solutions based on HR information systems functionality and capacity.
  • Serves as liaison to Department of Information Technology, Department of School Safety, Business Management Information Systems and the Division of Research, Accountability, and Assessment concerning the use of Advantage HRM data and its application with other BCPS information systems. Collaborates with information technology developers and analysts to prioritize and define the needs of HR business areas.
  • Develops and maintains organization charts, ensuring timely updates are reflected on the BCPS website. Ensures that all organization chart changes requiring Superintendent or Board approval have been identified and reviewed prior to publication.
  • Provides technical support and expertise to HR offices on various aspects of data collection, analysis, and interpretation. Performs quality control checks on work products to ensure data accuracy and integrity.
  • Responds to departmental management and staff regarding their requests for various data and reports. Provides advice and guidance regarding the feasibility of requests and the availability of data.
  • Serves as the HR administrator for surveys conducted by the Division of Human Resources. Designs surveys, obtains data, monitors participation, and reports findings.
  • Serves as liaison to the Office of Law with regard to human resources related Public Information Requests and records management requirements. Works with technical staff to develop reports that facilitate the collection of the data being requested and/or proposed cost to collect and provide the information.
  • Assists in monitoring HR Division web pages (internet and intranet) and coordinating required revisions with the appropriate office and the BCPS web developer team.
  • Administers the Extended Year Employment (EYE) program for BCPS. In accordance with approved budget and staff allocations, assigns EYE days to individual schools and offices.
  • Monitors HR performance standards and scorecards established under the BluePrint 2.0 strategic initiatives. Develops and provides updates and analyses to HR leadership. Assists in the development of performance scorecards for the HR departments, obtaining responses from primary offices and reviewing required updates. Collaborates with the Division of Research Accountability and Assessment to communicate performance results.
  • Assists with Serving as a liaison with applicant tracking and onboarding vendors and other stakeholders to ensure effective automation of workflows and streamline communications while maintaining data integrity.
  • Works on special projects for the HR departments as needed. Assists in preparing departmental correspondence, forms, and other related documents.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree; plus three (3) years of professional experience in the fields of human resources, business administration, or systems administration.
  • Project management experience and knowledge in the operation of public sector management systems is preferred.

Note: Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the principles and techniques for implementing public or private sector management/human resources systems and practices.
  • Advanced skill in the use of database, spreadsheet, presentation, word processing, and related applications (MS Office Suite).
  • Skill in the use of business intelligence reporting tools such as Business Objects.
  • Skill and ability to analyze and evaluate data.
  • Excellent oral and written communication skills.
  • Ability to establish and maintain effective working relationships with other departments, administrators, and the public.
  • Ability to maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Requires travel throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.

FLSA : Exempt

SALARY : Grade 05 on the BCPS 12 Month OPE scale $64,383 - $99,536 annually

Eligible for the Baltimore County Employees' Retirement System

This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $79.75. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
