POSITION SUMMARY:

The person in this position will be responsible for overseeing the district's Highly Capable Services and Advanced Programs, including oversight and monitoring of processes and procedures, guidelines and compliance issues. This position leads the Teaching for Learning Department in best practice delivery of services to Highly Capable learners and Advanced Program students and serves as a liaison between Teaching for Learning and other departments, schools, parents, community, and outside agencies. The person in this position provides and implements a professional development plan for differentiating for the needs of Highly Capable students and Advanced Program students, and administers Highly Capable Services and Advanced Programs, which includes operations (e.g., budget development, fiscal control, staff supervision/evaluation, program development, evaluation and improvement, and technical assistance to schools) and District policy and state/federal compliance monitoring.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. Essential Functions
  • Lead with a lens of equity and social justice in the development and implementation of the district's highly capable programming model at the K-8 level in alignment with state law and the district's strategic plan.Provide leadership for the development of highly capable services and advanced programs; design and implement assessment of District-wide services needs; research best practices, innovations and emerging trends; work collaboratively with school administrators and staff to develop implementation plans for program changes.Assist buildings with resources to accelerate student learning, including serving as an advocate for service needs, working to identify funding needs, resources and requirements, serving as a role model for service and school staff in establishing and maintaining trust and participation amongst the diverse cultures served by the District.Co-lead, with TFL Staff, principals and teachers, the alignment of best practices for Highly Capable Services into Curriculum Guides; this includes the integration of strategies and opportunies for extension and enrichment designed to meet the needs of learners with the Highly Capable designation.Assist building staff with identifying best instructional practices and obtaining needed instructional materials; provide technical assistance for curriculum development; support schools, educational leaders, and teachers in implementing best practices for highly capable and advanced learning students, including professional development, meetings, classroom observation, and other practices.Ensure appropriate professional opportunities for teachers to provide quality instruction and services for students.Consult with principals and building staff to ensure highly capable services and advanced programs are appropriately addressed in the school improvement plan; assist building personnel with the integration of highly capable services, advanced programs and general education.Design and implement annual evaluation of assigned highly capable services and advanced programs.Convene and oversee the multidisciplinary selection committee for the final selection of the most highly capable students to receive highly capable services.Actively work to increase the identification of underrepresented students receiving highly capable services.Collaborate with the Assessment Department to support building-level implementation of the Academic Acceleration policy for enrollment in advanced coursework.Supervise and evaluate certificated and secretarial/clerical program support staff.Collect, analyze, and evaluate student data.Maintain processes for student progress monitoring.

Other Functions
  • Administer the Highly Capable Services and Advanced Programs, which includes operations (e.g., budget development, fiscal control, staff supervision/evaluation, program development, evaluation and improvement, and technical assistance to schools) and District policy and state/federal compliance monitoring. Prepare annual Work Plan for Highly Capable Services and Advanced Programs; assist with the development of the department work plan; monitor division work plan and submit quarterly progress reports to the Chief Academic Officer for Teaching for Learning.Identify District-wide Highly Capable Services and Advanced Program needs; draft proposed program-specific annual budget; assist with the development of the department's proposed budget; provide technical assistance to building principals as they prepare and implement site budgets; assist with the annual review and approval of site-based budget proposals; participate in cost analysis with building and program staff.Manage Highly Capable Services and Advanced Program budgets to assure compliance with appropriate funding sources and District regulations; monitor expenditures and implement fiscal control measures; ensure requisitions and fiscal reports are accurate and timely; prepare state/federal/categorical funding reports.Help Highly Capable Services, Advanced Programs and school staff identify and acquire needed resources; assist with the development of service contracts; monitor implementation of contracted services and agency agreements; work with staff to establish systems to track and monitor compliance issues, provide requests, reports and data, and to respond to audit inquiries.Participate in and/or facilitate staff and committee meetings, task forces and other activities deemed necessary by the Superintendent, Deputy Superintendent and/or Chief Academic Officer.Explore grant and other non-traditional funding opportunities; assist with the development of grant applications; monitor and evaluate program-specific activities of awarded grants, including the completion of evaluation reports.Maintain current knowledge of federal/state/grant regulations and related jurisprudence for area of assignment; seek regulatory interpretations from General Counsel's Office.Identify compliance-related professional development needs for Highly Capable Services and Advanced Program staff, principals and building staff.Provide technical assistance to building personnel, utilizing procedural guidelines, memoranda and regulatory interpretations generated by OSPI; monitor programs and services for compliance; report potential/actual compliance violations to the Chief Academic Officer, and building principals as appropriate; assist building principals with implementing corrective action for identified violations.Assist in the development of appropriate parent involvement strategies.Perform related duties consistent with the scope and intent of the position.

REQUIRED QUALIFICATIONS:
Education and Experience :
Washington State Administrative Certificate
Three years teaching and/or administrative experience

PREFERRED QUALIFICATIONS:
Master's Degree in education or previous experience coordinating highly capable services and/or advanced programming
Successful experience as a building principal
Expertise in Office 365 web-based tools
Proficient in the Office Suite including level of expertise in Word, Excel, PowerPoint, OneNote, and Outlook
Proficient in or willingness to learn the Canvas LMS
Proficient in or willingness to learn Google Docs and Google Classroom
Proficient in or willingness to learn the District's Student Information Systems (SIS), Edupoint Synergy

CONDITION OF EMPLOYMENT:
Valid Washington State Driver's License
Criminal background clearance
