Job Summary
Develops, manages, coordinates and implements special projects, programs, grants and activities in the assigned office. Directs and oversees the activities of subordinate staff engaged in various activities. Coordinates and ensures the successful integration of programs, grants and activities which directly impact schools, students and parents. Monitors and evaluates programmatic activities to ensure that identified objectives are being met in accordance with governmental mandates and system-wide goals.
Essential Functions
  • As appropriate, directs a staff engaged in the development and implementation and facilitation of special projects, programs, grants and activities in the assigned office; reviews and monitors the attainment of departmental goals by subordinate staff.
  • Formulates and implements policies and procedures for the delivery of program services; ensures adherence to federal, state and local guidelines; develops standards to evaluate the effectiveness of programs; facilitates meetings with offices across the District to ensure alignment and effective program delivery.
  • Represents the office at community meetings and other stakeholder events, as needed.
  • Directly manages and oversees the data quality and validation work of ERA.
  • Manages projects and processes to improve overall data quality and data governance.
  • Collaborates with all District offices to ensure timely executions of key steps towards effective data governance.
  • Convenes regular meetings and ensures project plan is on schedule.
  • Develops presentations for key audiences.
  • Communicates expectations around data quality and stewardship across the organization.
  • Performs other duties as assigned.
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Five years of full-time, paid, professional administrative experience in education research, program development, public policy or a related field, at least three of which have been in a supervisory or administrative capacity.
  • All work experience related to the position must be included on the resume.

Demonstrated knowledge of:
  • the methods and techniques used in effective program planning, design and administration.
  • supervisory methods and techniques.
  • budgetary practices and procedures.
  • trends, research, policies and issues affecting emerging priorities and concerns related to school and district improvement and school reform evidence-based improvement strategies.
  • current practices, method and techniques utilized in the implementation of program initiatives.
  • the needs of Title I students from diversified backgrounds and various learning abilities and styles.
Demonstrated ability to:
  • interpret all relevant District, federal and state rules and regulations concerning program administration.
  • assess the effectiveness of programmatic activities and to make recommendations for modifications as needed.
  • coordinate and oversee the work of staff and attain effective results.
  • synthesize, analyze, interpret and apply educational research.
  • interpret state and federal policies, regulations, and laws as they relate to strategic planning, school reform initiatives and district practices.
  • assess the impact of pending/proposed state and federal legislation on school reform and improvement and recommend ways to communicate the impact of policy changes to stakeholders.
  • maintain records and prepare reports.
  • use a personal computer.
  • effectively communicate, both verbally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4030.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
