Essential Functions and Objectives:

The Manager of Purchasing Programs in the Strategic Sourcing department is responsible for planning, organizing and directing the activities of the Purchasing Program department. This includes management of the District's purchasing card and the Single Use Agreement (SUA) programs. Responsibilities also include managing the requests for proposals, bids and purchase order processes. Further functions include customer service and purchasing management for larger departments and programs of the District. Additionally, this position will collaboratively assist with the optimization efforts of the Districts recent ERP (Enterprise Resource Planning) system focusing on the purchasing modules and assisting with other finance modules as required.

- Researches practices, trends and policies and oversees development of improved methods to enhance sourcing/purchasing, supply and administrative functions.

- Collaborate and support the efforts in optimizing our ERP system, evaluate available functionality and how it can best be implemented to improve the Sourcing/Purchasing Department's efficiency and effectiveness.

Vision & Strategy

- Develops standardized programs for assigned commodities, developing necessary sourcing/purchasing procedures and communication to support.

- Analyzes market conditions and trends which may impact pricing and availability of products/services and provides critical information to senior level management.

Operational & Organizational

- Executes established operational goals and ensure that District wide plans are complemented and supported.

- Manages District's purchasing program such as the p-card and SUA programs.

- Develops and maintains bid/RFP evaluation specifications.

- Negotiates contracts and terms.

- Supports necessary record keeping pertaining to solicitations, contracts, purchase orders, requests for purchase, vendor audits, and purchases conducted through consultants, external bidding, etc.

People & Culture

- Works collaboratively with District leadership to develop the issue Bids and Requests for Proposals (RFP).

- Interacts with schools, departments and vendors.

Community & Equity

- Administers vendor performance against contracts and agreements, pursues corrective actions regarding inadequacies, deficiencies or improprieties.

- Prepares responses to public requests for information.

Knowledge, Experience & Other Qualifications:

- Five (5) or more years of experience in sourcing/purchasing, preferably in a school district or other public entity.

- Three (3) years of experience in purchasing management, supervising the work of others.

- Preferred certifications include: CPPB (Certified Public Purchasing Buyer), CPPO (Certified Public Purchasing Officer), or CPM (Certified Purchasing Manager).

- Extensive experience in bid preparations (bids, RFP's) and evaluations in support to a wide variety of goods and services.

- Experience in negotiating contracts, terms and conditions.

- Excellent communication skills (written and verbal).

- Ability to work with people at all levels with the District and the community.

- Ability to plan, direct and motivate the work of others.

- Extensive knowledge of procurement rules and regulations.

- Knowledge of procurement practices and processes.

- Extensive knowledge of strategic sourcing and developing similar programs.

- Ability to establish key metrics used to measure department effectiveness.

- Superior customer service and customer support.

Education Requirements:

- Bachelor's Degree in Business, Educational Administration or related field.
