    This position reports to the Assistant Treasurer/Controller in the Treasurer's Office. The Manager of State and Federal programs is responsible for collaborating with Senior Instructional and Fiscal Management team members to develop and deploy high-quality, cost effective Federal and State grant programs; Designing and implementing comprehensive district-wide activities targeted to monitor and insure compliance with all prevailing laws and regulations ; and managing the daily operations for the Grants Administration and Compliance Offices.

    QUALIFICATIONS

    Training: Bachelor's degree in accounting, business, or related field. Additional certification such as a CPA, Treasurer's License, or is preferred.

    Experience: Minimum of seven to ten years experience in an administrative or supervisory position with preference being given for demonstrated successful experience in an urban school environment in the areas of grant development and design with emphasis on budget development and oversight, implementing effective compliance programs and monitoring and reporting fiscal effectiveness of existing programs, including coordination of audit-related activities with various external agencies.

    The successful candidate must provide evidence of the following qualifications:
    • Ability to provide leadership and working relationship which is proactive identifies opportunities and takes responsibility for needed actions, and sets and meets aggressive commitments.
    • Assist in maintaining high standards and increase accountability for district achievement results at all levels.
    • Ability to create a clear, simple customer-focused vision and is able to communicate it clearly to all constituencies.
    • Ability to challenge the status quo by looking for better ways to get things done, being creative, confronting issues, and stimulating thinking and attitudes of others.
    • Ability to perform as a team player, contributing to and supporting group goals and objectives, to act with the highest integrity at all times, building trust by demonstrating ethical and responsible behavior; is decisive, action and results oriented, and has a "can do" attitude; and has a passion for excellence and the ability to energize and invigorate others.
    • Extensive knowledge of federal and state legislation, program regulations and procedures for the administration and compliance of federal and state grants.
    • Represents the District on various community and grant administration advisory boards.
    • Extensive experience in supervising, compliance, and auditing.
    • Knowledge of resource allocation, budgets, and project management for multiple programs.
    • Knowledge of data collection, data analysis, manipulation, and interpretation
    • Ability to effectively use language, writing and actions to inform and influence others; to establish and maintain effective, pro-active working relationships; to communicate complex information clearly and concisely to various constituencies; and to communicate candidly and openly and share information.
    • Managerial skills to direct staff and program development activities. Duties include hiring, training, counseling and evaluating staff performance.
    • Ability to conduct and participate in staff meetings, training and in-service programs for staff at all levels.
    • Extensive skills in use of personal computer and software applications such as MS Word and Excel.
    • Possession of business acumen with strong financial, analytical and consensus building skills; and has initiative and ability to work independent of supervision.
    • Extensive administrative and grants management experience on the local, state and/or national level preferred.
    • Demonstrated ability to analyze and define problems and to apply problem solving techniques to complex issues.
    • Perform other duties as assigned.

    CONTRACT PROVISIONS

    Type of Contract: 261-day limited
