  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor?s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desirable Education: Bachelor's degree in public administration, educational administration, economics, or related fields.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
    Desirable Experience: Six (6) years of progressively responsible job-related professional experience in the specialized area of responsibility or closely related fields.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organizational theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desirable Knowledge: Knowledge of research techniques and analytical methods; principles and practices of public relations and state budgeting; and educational programs and practices sufficient to properly analyze and evaluate such programs and perform attendant studies.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other office machines.
    Desirable Skills/Abilities: Ability to gather and analyze data and assist in developing and communicating sound recommendations based on findings and conclusions; communicate clearly and effectively, both orally and in writing; deal tactfully and effectively with others; write plans and technical reports that are clear and concise; write analytical studies, evaluative reports, and correspondence, and present them to public officials and others; provide technical assistance in the field of specialty; and support others in conducting planning, evaluation, budgeting, or management studies.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Coordinated Support Office Director of the Office of the Deputy Superintendent, the Institutional Analyst II:
    1. Conducts analytical and content work to support the Deputy Superintendent, including data analysis as needed, presentation and memorandum preparation, and related preparation of materials. Under the direction of the Director of Coordinated Support, researches policy issues as related to school-level implementation to inform and support the Department's strategic goals.
    2. Supports engagement work with complex- and school-level personnel by providing staff support for Leadership Meetings, Secondary Principals' Forum, and the Deputy's Principals' Roundtable. Assists in the coordination of meeting logistics, the preparation of notes, and the coordination of follow-up. Liaises with Leadership across the Department to ensure common understanding, receive input, and promote feedback in support of the Department's strategic goals.
    3. Assists in the coordination and planning of various convenings and manages development of common materials. Develops and maintains relationships with state-, complex-, and school-level to ensure coordination of message and direction as determined by the Deputy Superintendent.
    4. Researches and maintains familiarity with federal legislation and requirements, including Title I, Title II, and ESEA. Supports coordination of federal legislation implementation, including responding to inquiries from the field and documentation preparation for performance management routines.
    5. Supports and coordinates the Deputy's communication and engagement with complex areas and schools through various communication methods, including intranet management.
    6. Executes special projects and assignments consistent with skills and abilities, as necessary.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
