Job Summary
Oversees, directs and reviews the work of lawyers, paralegals, and support staff. Serves and supports the duties and responsibilities of the General Counsel and ensures that the District's operations and practices comply with all laws, regulations, and Board of Education policies. Represents the General Counsel during her absence.
Essential Functions
  • Collaborates with General Counsel, other members of the Office of General Counsel, and other District offices.
  • Identifies the need for, designs, and oversees the implementation of training programs; oversees other offices in the provision of training to ensure legal compliance.
  • Serves as the District's Ethics Officer, Compliance Officer, and Right to Know Law Officer.
  • Evaluates the District's Code of Conduct, ethics policies, and legislation applicable to public employees and officials at regular intervals, and advises concerning compliance with ethical obligations.
  • Conducts and oversees investigations of certain claims and complaints by or against the District, employees, students and parents, and contractors through a compliance lens, and assesses and designs methods to address compliance gaps.
  • Responds to annual, anticipated, and ad hoc audits and compliance requests.
  • Protects the District through research, compliance training, and policy implementation.
  • Interfaces with all levels of administration and members of the Board of Education.
  • Maintains confidentiality and exercises discretion.
  • Consults and communicates with General Counsel as necessary in the performance of job responsibilities.
  • Prepares and presents analyses and reports, including data-driven reports.
  • Maintains positive, collaborative working relationships.
  • Attends training sessions, conferences, and workshops as appropriate.
  • Supervises other members of the Office of General Counsel and other District offices on compliance issues as necessary.
  • Performs other duties as requested and assigned by General Counsel, the Superintendent, and the Board of Education.
Minimum Requirements
  • Juris Doctor degree from an accredited law school or university.
  • Ten years of full-time, paid, professional experience practicing law and/or working in a position which has included responsibility for legal compliance issues and oversight, confidentiality requirements, ethics analysis, financial compliance and auditing, investigations and response, legislative and regulatory review, policy evaluation, records management, reporting and public disclosure obligations, and training program design and implementation.

Knowledge, Skills and Abilities

  • Pennsylvania and federal laws, and judicial procedures.
  • legal concepts, principles, practices, methods, and techniques of legal research.

  • develop and build consensus and resolve conflicts.
  • draft and interpret legal documents, instruments, and legislation.
  • plan, direct, and coordinate the work of staff engaged in legal activities.
  • learn the policies and procedures governing the administration of the School District.
  • determine organizational needs and priorities.
  • interact professionally with District leadership, governance, and staff as well as with government and other public and private entities.
  • work independently and collaboratively.
  • efficiently produce a thorough work product, often under multiple tight timeframes.
  • communicate effectively, both verbally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a non-represented position. The salary grade is 4035.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
