Job Summary
The School District of Philadelphia seeks a Director of Strategic Projects for the Office of Talent. The Director reports directly to the Chief Talent Officer and is a critical member of the Office of Talent's Leadership Team, providing strategic support, consultation, guidance and project management to the Chief Talent Officer and the Office of Talent's Leadership Team. The Director drives the Office of Talent's development, execution and progress monitoring of the vision and strategic plan in partnership with the Chief Talent Officer. Inherent in this work is a keen focus on improving and/or developing the Office of Talent's systems, processes, customer service delivery and data management. The Director works across the Talent teams to ensure alignment with the vision and each other and the successful implementation of priorities to achieve goals. The Director is also responsible for coordinating and facilitating the internal operations of the Office of Talent, including department budget management, overseeing communications, culture and core values alignment.
Essential Functions
  • Supports the Chief Talent Officer in dealing with a wide range of strategic, operational and administrative issues and projects across the Office of Talent.
  • Leads the development and implementation of the Office of Talent's strategic planning process, in accordance with the District's Action Plan 3.0.
  • Oversees the data management and progress monitoring toward goals across the Office of Talent, including developing performance dashboards/reports and analyzing talent-related data to inform improvement across the office.
  • Oversees the Talent Department's budget and interfaces with Finance on salary and staffing issues.
  • Works with the Chief Talent Officer and Department Deputies to develop and submit Board Resolutions and respond to Board questions regarding said resolutions. Supports Deputies with RFPs as necessary.
  • Ensures the development and implementation of strategies that support effective, consistent communication and a strong and inclusive culture aligned with the core values for the Office of Talent.
  • Works with the Chief Talent Officer to create an inclusive culture that embraces change management, customer service and an active learning environment.
  • Assists the Chief Talent Officer with the review of important policies, systems, processes and performance data to improve the overall delivery of services from the Office of Talent to the rest of the District.
  • Organizes and facilitates the Office of Talent's weekly Leadership Team meetings, as well as quarterly Office of Talent town halls.
  • Oversees and manages the day-to-day operations of the Office of Talent, including maintaining the office's budget; proactively addresses issues and resolves problems.
  • Coordinates and facilitates complex special projects internal to the Office of Talent and participates in special projects on behalf of the Office of Talent that are cross-functional in nature.
  • Provides support on additional projects as necessary.
Minimum Requirements
  • Bachelor's degree from an accredited college or university in organizational development or a related field.
  • Five years of full-time, paid, professional human resources experience, three of which have been in an administrative or supervisory capacity and have included responsibility for strategic planning and execution.
  • Demonstrated experience in data analysis and collection.
  • Demonstrated excellent communication and interpersonal skills.
  • All work experience related to the position must be included on the resume.
Knowledge, Skills, and Abilities
Demonstrated knowledge of:
  • Principles and theories associated with current School District organizational initiatives.
  • Principles, practices, and procedures underlying coordination of large-scale projects and initiatives.
  • The principals, practices and procedures pertaining to strategic planning and project management.
  • Process improvement and the methods utilized to implement systemic change.
Ability to:
  • Oversee operational initiatives and process-improvement programs.
  • Exercise sound judgment and discretion.
  • Lead and implement strategic initiatives.
  • Work on multiple projects simultaneously, as evidenced by an ability to balance and prioritize competing priorities.
  • Understand, interpret and analyze a variety of data sources.
