Job Summary
This is a full performance clerical payroll processing that will report to the Office of Procurement Services and Capital Programs. The District is seeking a Payroll Processor to provide compliance checks and reports on certified payroll and M/WBE hiring submitted by contractors and subcontractors working on District Capital Improvement Projects and Programs. This Payroll Processor will submit monthly reports on certified payroll, in electronic and paper form, to enable the District to monitor compliance with Davis-Bacon Act and other prevailing wage statutes. The role will include auditing of certified payrolls dated October 18, 2014 through current day. The District averages approximately 50-80 construction contracts with an approximate total value of $50 to $80 million per year. This role will also be expected to support internal payroll entry and auditing for Procurement Services and Capital Programs if needed.
Essential Functions
  • Examines records, transactions, and other related documents to obtain information.
  • Reviews and analyzes problems.
  • Notifies all concerned and involved parties of findings and solutions.
  • Provides assistance to employees with respect to payroll related problems.
  • When necessary, refers problems to appropriate District personnel for resolution; follows-up with staff in other offices to ensure that customer complaints are handled in a timely manner and to the satisfaction of the complainant.
  • Provides assistance to lower level processing clerks.
  • Report any non-compliant wages, rates or benefits that will be included in the monthly report in a summary page at the beginning of the report, and will be communicated by email to the School District's Office of Small Business Development.
  • Reports all employee position information.
  • Ensures that forms WH -347 "Certified Payroll" (2 pages) and Form WH -347 "Supplement to Payroll (Workforce)" are submitted with the contractor's payment request monthly.
  • When necessary, provide detailed information regarding various fringe benefit plans and programs, including records that show the plan or program has been communicated in writing to the laborers and mechanics affected.
  • When necessary, provide, detailed information regarding approved apprenticeship or trainee programs.
Additional Functions
  • Maintains records and files; files completed work assignments.
  • Performs related work as required.
Minimum Requirements
  • High school diploma or equivalent.
  • Four years of full-time, paid computerized payroll processing experience.
  • All work experience related to the position must be included on the resume.
Preferred Experience
  • Associates Degree from an accredited college or university in the area of Finance, Construction, Purchasing, Business, Education, or Comparable Area of Study.

Additional Job Information: This is a 12-month, PFT-represented position. Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
