Job Summary
Assists with the development and implementation of educational curricula and methods for use in the classroom for special programs for English Learners (ELs) including but not limited to, programs and curricula for Dual Language Education and English as a Second Language (ESL) or for youth courts. Assists with the design, development, and implementation of the curriculum working with teachers, expert consultants, parents, community members, and other staff to analyze and assess in order to improve the educational program for English Learners or for middle and high school youth courts. Provides training and professional development to teachers, support staff and administrators in implementation and support of Dual Language and/or ESL or youth court programs.
Essential Functions
General Specialty
  • Works with teachers and staff to ensure curriculum is aligned with the Pennsylvania Content and ESL standards to achieve School District goals; reviews current curriculum and programs and recommends changes based on performance data.
  • Conducts investigations of new programs and curriculum materials as well as methods and techniques for presenting new curricula in the classroom; performs library and field research in developing program, curricula and materials.
  • Plans, allocates and monitors budgets for use in the projects; trains staff from schools throughout the District; develops and monitors timeline for completion of projects.
  • Maintains an effective communication system and seeks assistance from central office staff to improve performance; maintains a good relationship with students, staff, parents and community members.
  • Encourages the use of community resources; cooperates with the community and maintains communication with community members.
Youth Court Specialty
  • Works with teachers and staff to ensure curriculum is aligned with the Pennsylvania Content to achieve School District goals; trains teachers that will serve as youth court facilitators to implement new youth courts; reviews current curriculum and programs; collects, analyzes and disseminates data related to youth courts; uses data to modify youth court curriculum and instruction.
  • Conducts investigations of new programs and curriculum materials as well as methods and techniques for presenting new curricula in the classroom; develops youth court curriculum and student resources; develops differentiated youth court techniques based on the needs of individual schools; performs library and field research in developing program, curricula and materials.
  • Plans, allocates and monitors budgets for use in the projects; trains staff from schools throughout the District; develops and monitors timeline for completion of projects; establishes criteria to be used in selecting sites for new youth courts.
  • Maintains an effective communication system and seeks assistance from central office staff to improve performance; provides reports and feedback on progress to the central office; provides feedback to customize District youth courts to meet school needs; maintains a good relationship with students, staff, parents and community members.
  • Encourages the use of community resources; cooperates with the community and maintains communication with community members.
Minimum Requirements
Youth Court Specialty
  • Master's degree program from an accredited college or university in a major field of study such as Social Studies.
  • Five years of full-time, paid, professional experience as a regularly appointed teacher which has included teaching in a social studies program.
Demonstrated knowledge of:
  • the theory and principles of child growth and development.
  • theory and best practices in supporting language acquisition.
  • research related to the field of expertise and the ability to apply this research to practical situations.

Demonstrated ability to :
  • relate the area of specialization in a relevant and intelligent manner to the instructional programs.
  • use imagination in the utilization of materials and in the development of the curriculum.
  • conduct research of varied programs and curriculum materials and methods for presenting new curricula in the classroom.
  • design programs to improve educational achievement.
  • manage and support the implementation of projects from start to completion.
  • build partnerships with community organizations.
  • establish and maintain effective working relationships.

Certificates/Licenses
For the Youth Court Specialty
  • Possession of a valid Commonwealth of Pennsylvania Level II certificate in social studies.


Additional Job Information: This is a 12-month, PFT-represented position. Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
