JOB TITLE : Community Superintendent

REPORTS TO : Superintendent

DEFINITION : Serves as a member of the Superintendent's Cabinet representing a cluster of schools and responsible for serving as the voice of executive directors, directors, and principals. Aligns indicators of Blueprint 2.0 , the district's strategic plan, across cluster of schools. Collaborates to create a shared understanding of challenges at the school level and identifies opportunities to improve student achievement. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Supervises the work of executive directors, school support; director of school support, and principals within cluster of schools assigned.
  • Provides and supports the differentiated professional development of executive directors and directors to ensure they have the skills to select, develop, and evaluate principals.
  • Provides support to the executive directors, directors, and principals by providing clarity on roles, functions, goals, and accountability metrics.
  • Establishes and maintains clear, consistent interactions with parents, families, and community partners to receive input and feedback on the effectiveness of schools and to resolve concerns.
  • Establishes relationships with community stakeholders and businesses in the educational process.
  • Works in conjunction with the chief academic officer to ensure curricular budgets are cost effective and funds are managed appropriately.
  • Develops, organizes, and implements short- and long-term plans to support district initiatives aligned to Blueprint 2.0 .
  • Works closely with the curricular offices regarding program implementation, curricular design, and curricular resources for cluster of schools.
  • Prepares and contributes to the preparation of reports, briefings, presentations, and responses on strategic issues as appropriate.
  • Works collaboratively with fellow cluster superintendents to create a seamless PreK-12 learning community. Creates a climate of professional collaboration and sharing of best practices by establishing structures that foster shared learning, information, and resource exchange across schools.
  • Works collaboratively with other members of the Superintendent's Cabinet to advocate and solicit input for resources and support for cluster of schools as it pertains to human resources, fiscal, operations, and instruction.
  • Appropriately allocates coaching resources in conjunction with the Division of Curriculum and Instruction to provide differentiated support to schools and monitor to ensure effectiveness.
  • Represents the Superintendent at meetings of staff and community groups, as requested.

MINIMUM QUALIFICATIONS :

Education, Training, and Experience :
  • Graduation from an accredited college or university with a minimum of a master's degree in educational leadership, administration, or a related field; plus eight years of progressively responsible experience to include experience managing schools, experience as a school administrator, and central office leadership. Central office leadership experience required. Experience analyzing data to support and promote student achievement is required.
  • Possession of an earned doctorate degree is strongly preferred. Candidates with education beyond a master's degree will be given priority consideration.

Licenses and Certificates :
  • Possession of or eligibility for a Maryland certificate as a Superintendent is required.

Knowledge, Skills, and Abilities :
  • Knowledge of public school administration, organization, and curriculum development.
  • Technology competency.
  • Knowledge of and skill in the use of database, Internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis.
  • Skill in supervision.
  • Communication skills.
  • Ability to identify program needs and develop plans to meet those needs.
  • Ability to implement, administer, evaluate, and modify programs.
  • Ability to analyze data to evaluate programs and school performance.
  • Ability to develop effective working relationships with staff, parents, public officials, and community organizations.
  • Ability to properly maintain confidential and sensitive information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, travel to sites throughout the county, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

  • Be sure to answer all criminal background questions. If you answer "yes" to any of the criminal background questions you must provide a written explanation. A criminal offense does not necessarily exclude an applicant from employment with BCPS. Factors such as passage of time since the offense, the nature of the violation, and the extent of rehabilitation will be taken into consideration.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $79.75. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
