Job Summary
Provides strategic planning, direction, coordination and monitoring through regional staff, including the Regional Improvement and Data Specialists and Senior Associates, for district-wide school improvement planning (SIP) efforts. Ensures that state-mandated school improvement plans are implemented and that the implementation of planned activities is carefully monitored. In addition, the Director ensures that central, regional and school-based leaders are informed of current Pennsylvania Department of Education (PDE) and District SIP procedures and reporting requirements, and that school-based interventions are in compliance with the mandates of the Pennsylvania Every Student Succeeds Act (ESSA) Plan and District policies that govern academic programs.
Essential Functions
  • Directs and coordinates the SIP on a citywide basis.
  • Ensures that central, regional and school-based leaders are informed of current PDE and District SIP procedures and reporting requirements.
  • Provides strategic planning, direction, coordination and monitoring of SIP activities through regional staff, including the Regional School Improvement and Data Specialists and Senior Associates.
  • Reviews and evaluates the implementation of each school's improvement plan by supporting and monitoring the implementation of planned activities.
  • Coordinates and oversees the work of all Regional School Improvement and Data Specialists and Senior Associates.
  • Organizes and provides professional development on SIP procedures to District and Regional staff.
  • Ensures adherence to the ESSA and PDE regulations germane to school improvement planning and the related school assistance.
  • Prepares reports as required.
  • Represents the School District at local, state and national conferences, as well as seminars and conferences related to school improvement.
Minimum Requirements
  • Doctoral degree from an accredited college or university.
  • Six years of full-time, paid, professional educational experience, three of which have been in an administrative or supervisory capacity.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the methods and techniques used in effective program planning, design and administration (implementation).
  • governmental regulations which govern the conduct of academic programs and school improvement planning including ESSA, Title I, PA Flexibility Waiver Request, PA Title 22, PA Chapter 4, Special Education, PA Title 22, Chapter 49, English Language Learners.
  • implementing and monitoring federal and state mandates.
  • assessment (interpreting and analyzing a variety of data sources).
  • academic and behavior diagnostics in relation to effective learning environments and instruction.
  • the needs of Title I students from diversified backgrounds and various learning abilities and styles.
  • supervisory techniques and practices.
  • management and teamwork principles.
Demonstrated ability to :
  • effectively apply principles to support and advance organizational objectives.
  • use computer applications including Excel, Power Point and Microsoft Word.
  • structure, implement and manage complex projects to successful completion.
  • assess the effectiveness of programmatic activities and to make recommendations for modifications as needed.
  • synthesize, analyze, interpret and apply educational research.
  • effectively communicate, both verbally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a non-represented role. The salary grade is 4030.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
