Essential Functions and Objectives:

The Neighborhood Center and Licensed Program Plus Program Specialist is a key member of the Department of Extended Learning and Community Schools. The Program Specialist is responsible for overseeing multiple aspects of out-of-school-time (OST) programing at single DPS school including recruiting and engaging partner agencies and programs, supervising internal programming and staff, recruiting and registering participants, handling logistics, collecting data, preparing reports, and coordinating all aspects of the program at that location. The Program Specialist will supervise and coordinate outreach activities, directed at students, parents, and the community. The Program Specialist is responsible for the assurance of quality and engaging program that is driven by student, school and community need and works to be actively engaged in the school community.

Establish and maintain high quality site programs:

Program Design, Marketing & Management

-Plan, coordinate, publicize and oversee the on-going out-of-school time (OST) programs for students, parents and community members;

-In most cases this includes licensed and enrichment programming before and after school and school break programs.

-Assess the needs of the students, parents, and community and develop programs to meet those needs.

-Organize all related logistics for the program, such as room assignments, schedule of activities, snacks, CCAP, etc.

-Manage and track the budget, time sheets, payroll, and approve purchases for the site working in conjunction with the Financial Analyst and Purchaser.

-Implement and plan educational opportunities for parents/caregivers of OST participants as required.

-Ensure quality age-appropriate activity standards are being met in programs.

-Actively communicate and market programs with students, parents/caregivers, school staff and community members.

-Work closely with nurse consultant to ensure student health needs are met and being communicated to appropriate parties.

-Work with licensing consultant to ensure licensing rules and regulations are being followed at site.

-In case of emergency, substitute as part of ratio.

-Work to engage all students in programing so that participants reflect the school's population. This includes students with special needs and students of diverse socioeconomic, ethnic, and linguistic backgrounds.

People Management & Professional Development

-Hire, supervise and train staff members.

-Manage the staffing levels, finding staff coverage when needed and managing a shared substitute list

-Provide ongoing coaching of staff targeted at skill building.

-Implement corrective action with site staff when applicable.

-Support and supervise Assistant Site Coordinators, Program Directors, Early Childhood Teachers, Program Leaders, Assistant Early Childhood Teachers, Program Aides, and/or Community School Instructors in all of their job functions including, but not limited to:

-Taking daily student attendance & implementing all tracking protocol

-Curriculum planning & delivery

-Establishing structure, groups & rotations

-Supply ordering

-Managing student behavior

-Engaging parents

Data-Driven Decision Making

-Use formal and informal (internal and external) data to assess program quality

-Compile monthly data and reports on grant objectives, attendance, behavior, and any academic testing.

-Take a leadership role in site's Youth Program Quality Intervention, ensuring the process is implemented effectively

-For Child Care Center sites, take a leadership role in site's Quality Rating & Improvement System (QRIS) process, ensuring the process is implemented effectively

-Work with the Department's Analytics Coordinator, evaluator and CPS system to collect and analyze data and evaluation

-Use results of evaluation to refine, improve, and strengthen the program.

Host school cooperation and communication:

-Serve as liaison between day school staff, students, parents, and community partners in a regular and meaningful manner.

-Oversee efforts to align programming with each schools UIP goals, curriculum, policies and programs and behavior management framework

-Support staff in the development of a collaborative relationship with school personnel

-Share afterschool outcomes data with day school to leverage program opportunities

-Attend appropriate meetings within the school as requested by the Department or school leadership. This may include PTA meetings, CSC, SLT and professional development at the school

-Attend school events in an effort to market programs or build relationships in the community

Guidelines, policies, procedures:

-Oversee and manage site budgets to ensure appropriate and accurate use of funds, including a deep knowledge of grant budgetary requirements and DPS policy

-Serves as a resource in the area of DPS policies and procedures, grant compliance, and other identified areas

-Work with the Licensing and Program Quality Coordinator (LPQC) to ensure licensing rules and regulations are being followed at site

-Become knowledgeable of, and able to implement policies and procedures of the district, department and child care licensing including QRIS and ECERS where appropriate

-In coordination with the LPQC complete all reports to licensing for critical incidents or inspection responses

Internal cooperation and communication:

-Work in conjunction with the school principal pursuant to the goals of the program

-Serve as a liaison between the host school and Extended Learning, attending all appropriate meetings and disseminating information to ensure coordination between the two

-Convene and facilitate site teams charged with scheduling and carrying out all programming with the purpose of sharing best practices, lessons learned and putting Students First

-Collaborate with Senior Supervisor/Supervisor to create and implement site goals

-Meet with Senior Supervisor/Supervisor and/or program management team on a consistent basis to report on status of program and update on current issues, cross site activities, best practices, and evaluation

-Serve on appropriate cross-functional committees to support programming at sites and department wide continuous improvement

-Attends Department Team Meetings.

External partner collaboration and communication:

-Collaborate with the Community Partnership Coordinator to find external enrichment/academic partners in developing and providing activities in areas identified by community need

-Maintain collaborative relationships with external partners

-Meets with parents, school staff and community members to provide information, support collaboration, or resolve concerns as needed

-Represents the Department of Extended Learning and Community Schools school age programs at community and city-wide meetings as requested

-Collaborate with Extended Learning communications to plan and implement public relations and marketing activities

-Collaborate with representatives from other organizations' delivering programming using a similar model to share best practices and lessons learned

Professional Development:

-Attend professional development opportunities provided by the Department

-Organize and develop strategy for sharing best practices and related professional development with on-site staff

-Plan and lead professional development opportunities throughout the year for staff and partners

-Set and complete yearly EPMP goals that support department and district priorities areas

Sustainability

-Work with Senior Supervisor/Supervisor, Community Partnerships Coordinator, and school to seek out additional partner opportunities

-Work with Senior Supervisor/Supervisor and school to seek additional funding sources.

Perform other job related duties as assigned.

Licensure & Certification:

-Valid Colorado Driver's License, appropriate insurance coverage and acceptable driving record for the past three years.

-Must have reliable transportation and the ability to pick up and deliver supplies at times.

-Must currently hold certification in or be able to become trained in First Aid, CPR, Medication Administration and Universal Precautions Certified

Education & Experience:

-College training and work experience in at least one of the following combinations: 4 year college degree in education or related field plus 910 hours of experience working as the adult leader with groups of children. OR 2 years of college training plus 2800 of experience working as the adult leader with groups of children OR 5 years of full time experience working as the adult leader with groups of children and commitment to complete 40 clock hours of training in school age care within first 9 months of employment

-Bachelor's Degree preferred or equivalent experience in education, community education, human services, or related field

-Experience working directly with school-aged youth, families and community members

-Minimum three years of supervisory experience

-Must have a Current Director License qualified by the Colorado Department of Human Services- If at a Center site

Knowledge & Other Qualifications:

-Strong organization skills and ability to multi-task

-Computer skills, with data base experience a plus

-Experience building relationships and partnerships with diverse people and organizations; strong collaboration skills

-Flexible, self-motivated individual

-Evidence of verbal and written communication skills

-Excellent communication and conflict resolution skills

-Experience in program development, implementation and evaluation

-Experience in creating and maintaining collaborations with community based organizations, schools and businesses

-Bilingual preferred
