Title of Position: Education Associate, Procedural Safeguards and Monitoring

Reports to: Director, Exceptional Children Resources

Description of Position:


The Education Associate for Procedural Safeguards and Monitoring is a member of the Exceptional Children Workgroup with the Academic Support Team of the Department. The Education Associate will be under the direct supervision of the Director for Exceptional Children Resources. The responsibilities of the person in this position include:

Major Responsibilities Include:
  • Oversight and maintenance of the special education monitoring and general supervision system, including:
    • Continued development of focused monitoring of LEAs within the state,
    • Coordination of monitoring activities as outlined in the SPP/APR, including Results Driven Accountability.
  • Review and maintenance of written policies and procedures for districts and charter schools to ensure implementation of the Individuals with Disabilities Education Improvement Act and state special education laws.
  • Oversight and maintenance of required state and federal regulations, including:
    • Yearly submission of funding documents required by the federal Office of Special Education Programs; and
    • Review and maintain Interagency Agreement
  • Serve as lead staff liaison for DOE in providing special education support and technical assistance to specific LEAs and Charter Schools.
  • Serve as the liaison to the Division for the Visually Impaired (DVI) by facilitating the MOU development between DVI, DOE & LEAs, provide technical assistance to DVI related to educational issues, IDEA and state regulations, managing sub-grant from IDEA funds, facilitating opportunities for DVI staff to provide feedback on Accessibility Guidelines and issues related to VI and AT, providing technical assistance related to coordination of services between DVI & LEAs, participating in DVI Voc Rehab Advisory Committee (VRAC).
  • Participate in all general supervision activities, including compliance monitoring of LEAs, and State level verification activities.
  • Other duties as assigned by the Director, Chief Academic Officer, and/or Secretary of Education.

Essential Qualifications and Skills

Education: Master's Degree in Special Education; Doctorate preferred

Experience:
  • Minimum of 5 years successful teaching of students with disabilities
  • Firm knowledge of IDEA federal law and Delaware regulations specific to students with disabilities
  • Experience in providing professional learning, technical assistance and/or coaching to teachers within a school system
  • Knowledge of inclusive practices in Least Restrictive Environments (LRE)

Skills:
  • Knowledge and skills in best practices of Professional Development with Adult Learners
  • Excellent oral and written communication skills
  • Performs responsibilities with minimal supervision
  • Capable of setting priorities and working in collaboration with others
  • Engage in problem solving with professionalism
  • Excellent interpersonal skills and ability to work with others
  • Discretion and confidentiality are essential

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
