Title of Position: Education Associate, General Supervision, IDEA and SPDG

Reports to: Director, Exceptional Children Resources

Description of Position:
The Education Associate for General Supervision, IDEA and SPDG is a member of the Exceptional Children Resources Work Group with the Academic Support Team of the Department. The Education Associate will be under the direct supervision of the Director for Exceptional Children Resources. The responsibilities of the person in this position include:


Major Responsibilities Include:

  • Co-manage State Personnel Development Grant (SPDG Goal 1 - Academic) regarding Multi-tiered Systems of Support by collaborating with vendor staff, managing budget and contracts related to initiatives, monitoring completion of all deliverables, attending national conferences and required OSEP meetings and writing annual report.
  • Manage Curriculum & Instruction for Students with Significant Cognitive Disabilities Project (part of ACCESS) regarding Grade Level Alternate Achievement Standards for ELA, Math, Science and Social Studies, Universal Design for Learning, SPEACs and Differentiated Instruction by collaborating with Center for Disabilities Studies staff, managing budget and contracts related to initiatives, and monitoring completion of all deliverables.
  • Manage Accessible Instructional Materials (AIM) Center by providing development and oversight of DE AIM Center by facilitating PD & TA on print disability, eligibility and provisions of AIM including formats and Assistive Technology, facilitating collaboration between UD AIM Center & DVI AIM Center including oversight of MOU between UD/DVI/DOE, coordinating sourcing of AIM across different vendors including NIMAC, Bookshare & Learning Ally, facilitating the development of teacher access system through Learning Ally customized for Delaware.
  • Serve as the liaison to Curriculum Workgroup by co-leading Response to Intervention Committee, facilitating and supporting the access, participation and progress of students with disabilities within the Delaware State Standards and Next Generation Science Standards with accommodations and supports necessary for their success, participating in LEA site visits for Common Core implementation and facilitating Common Ground work on Closing the Achievement Gap for students with disabilities.
  • Lead State Performance Plan/Annual Performance Report for Students with Disabilities Participation & Performance on State Assessments by leading the work on analyzing data for student participation and performance, facilitating meetings with stakeholders to set targets and develop improvement activities, providing technical assistance to LEA staff in analyzing data, managing work of Access to the General Education Committee.
  • Lead State Performance Plan/Annual Performance Report for the Least Restrictive Environment (LRE) by facilitating meetings with stakeholders to set targets and develop improvement activities, providing technical assistance to LEA staff in analyzing data, managing work of Access to the General Education Committee.
  • Serve as the liaison to the Delaware Assistive Technology Initiative (DATI) by facilitating the MOU development between DATI and other agencies, providing technical assistance to DATI related to educational issues, IDEA and state regulations, managing sub-grant from IDEA funds, and participating in DATI advisory committee.
  • Participate in IDEA monitoring process, Consolidated Grant process, State Systemic Improvement Planning process, and serve as a liaison to Local Educational Agencies.

Essential Qualifications and Skills

Education: Master's Degree in Special Education; Doctorate preferred


Experience:
  • Minimum of 5 years successful teaching of students with disabilities
  • Firm knowledge of IDEA federal law and Delaware regulations specific to students with disabilities
  • Experience in providing professional learning, technical assistance and/or coaching to teachers within a school system
  • Knowledge of inclusive practices in Least Restrictive Environments (LRE)

Skills:
  • Knowledge and skills in best practices of Professional Development with Adult Learners
  • Excellent oral and written communication skills
  • Performs responsibilities with minimal supervision
  • Capable of setting priorities and working in collaboration with others
  • Engage in problem solving with professionalism
  • Excellent interpersonal skills and ability to work with others
  • Discretion and confidentiality are essential

Salary:

Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
