    The filling of this position is based upon continued funding in the Board of Education budget.

    Note: Teachers dually certified in TESOL, Bilingual Education or ESL, with experience in Sheltered Instruction or fluency in a language other than English, will be given preference for all Stamford Public School positions.

    General Statement:

    The Labor Relations Specialist – Board of Education is responsible for supporting the BOE Human Resources department in assisting with labor relations functions including, but not limited to, administration of policies, contract interpretation, pre-negotiation preparations, investigations, progressive discipline grievances, and legal compliance.

    The Labor Relations Specialist – Board of Education reports to the Executive Director of Human Resources and Talent Development with an indirect report to the Director of Legal Affairs.

    Major Responsibilities:

    Leads and manages all aspects of labor relations, including:
  • Assist in Management of Employee Performance (30%)
  • Employee Relations - Assists general management in developing and maintaining employee relationships, including performance management, processing grievances and/or disputes; interprets and disseminates organizational policies; provides support in the collective bargaining process; assists in management of promotion/demotion process; manages employee separation; assists in managing employee inquiry process (employee complaints, etc.).
  • Review and Development of HR Policies and Contract Interpretation (30%)
  • Contracts - Responsible for conducting wage/salary surveys, pricing, review and analysis of prior year contracts, and developing contract proposals; develops and recommends contract changes, bargaining strategy, tactics and analysis for the cost of Union/Board of Education proposals.
  • Grievances - Serves as the Board of Education's advocate during all grievance hearings; acts as the arbitrator for conflict resolution purposes, and makes final recommendations; acts as the Board of Education's representative/advocate in matters before the Board of Mediation and Arbitration and the Board of Labor Relations; responsible for the preparation, research and presentation of the Board of Education's position at these hearings; manages employee grievances.
  • Investigations and Compliance - Conducts investigations related to employee behavior; reviews and recommends revisions to district policies to support the organization; recommends and implements plans to ensure legal compliance; provides recommendations regarding policy, regulation, and contract implementation; assists in the preparation and delivery of professional development offerings related to HR policies; assists in the review of job descriptions for compliance with legal obligations.
  • Reporting (15%)
  • Reporting Systems - Assists in the development of submission of reports as required by the State and monitoring systems for recording complaints, hearings, grievances, etc.; provides monthly reports to the Executive Director of Human Resources and Talent Development regarding incidents, timelines, and completion; provides quarterly reports to the Board of Education based on information collected in the monthly reports to the Executive Director of Human Resources and Talent Development; provides quarterly reports of staff of incidents and disposition, with recommendations for professional development based on nature of issues.
  • Litigation Support (15%)
  • Litigation and Related Claims - Responds to and processes labor-related litigation and unemployment insurance claims; assists with planning and processing of arbitration hearings, CHRO claims, and other labor-related actions.
  • Other Duties (10%)
  • Coordination with Corporation Counsel and City Human Resources, as appropriate.
  • Provides training and professional learning for Board of Education staff on relevant topics
  • Attends outside meetings (i.e., hearing, investigations) as required
  • Perform additional duties as assigned.

    Knowledge and Skills:
    • Knowledge/understanding of labor laws.
    • Ability to comprehend and interpret union contracts.
    • Ability to advocate/defend a position.
    • Ability to handle, organize and investigate large volumes of disputes.
    • Ability to conduct research and strong presentation skills.
    • Ability to write clearly and concisely and express ideas and concepts in a logical sequence.
    • Ability to maintain confidentiality of all HR matters.

    Qualifications:
    • Bachelor's Degree in Human Resources, Labor Relations or a related field, required.
    • Master's Degree in the Human Resource area or a J.D., preferred.
    • Two-five (2-5) years of industrial/employee/labor relations experience, preferably in the public sector.
    • Demonstrated knowledge of school law.
    • Any equivalent combination of experience and training which provides a demonstrated potential for performance of the duties of the position.

    Work Year:
    12 months in keeping with contracts for executive management personnel
