REPORTS TO: Director of EL Instruction

INSTITUTIONAL BACKGROUND:
The Office of English Learners (OEL) is committed to ensuring our students will acquire 21 st century bi-literacy skills and cross-disciplinary knowledge required to succeed in college and/or careers. OEL also monitors and provides guidance and support to schools and central administration to ensure that legal compliance is in place for equitable access to services and programming pertaining to English learners (ELs) congruent with current research and the BPS vision, mission, and goals.
POSITION OVERVIEW & GOALS:
This position expands the capacity of OEL to support Dual Language, SLIFE, English Learners with Disabilities, and English Learner programming. The role will also develop English Learning curriculum and other enhanced EL programs under the passage of the recent LOOK Bill. The goal of this position is to increase the English proficiency and academic achievement of ELs by providing high-quality, innovative, and scientifically-based professional development to classroom teachers, principals, administrators, and other school or community-based organization personnel, that is designed to enhance the ability of such staff members to support in expanding and/or enhancing existing language and content instruction for EL students. The individual in this role will be expected to provide one-on-one consultation and school based professional development in the areas of second language acquisition, literacy, and adaptation of instructional materials.
RESPONSIBILITIES:
  • Needs Assessment: Conduct quarterly review of instructional program needs in the BPS English learner programs in collaboration with District program leaders.
Professional Development:
  • Work with teachers in programs for English learner staff in creating adult learning opportunities, which will include: adult learning workshops and courses on second language acquisition theories and practices aligned with district policies and priorities, literacy development in native language, literacy development in second language, instructional strategies for ELs, use of data to plan effective instruction, and other topics based on staff needs for support. Provide support to Language Assessment Team Facilitators and disseminate professional learning opportunities.
Instructional Planning and Implementation:
  • Utilize ESL curriculum and WIDA standards in planning and delivering services related to ELs and demonstrate cultural proficiency through the use of effective and culturally relevant instructional practices. Research, document and disseminate policies on teaching and learning of English Learners in schools through adult learning activities. Present and report on findings and research at varied ESL conferences as a professional representative of OEL. Develop and monitor the implementation of WIDA Language Standards. Support the implementation of a district wide professional learning community for ESL teachers to develop consistency in ESL instruction across grade levels. Continue the implementation of DESE RETELL Initiative through partnership with other district content leaders to facilitate learning and integration of SEI strategies.
Data Analysis and Progress Monitoring:
  • Integrate various data sets of student performance measures for language and content to produce meaningful supports and interventions for schools that are serving ELs. Use a variety of assessment tools and strategies to gather data to monitor student mastery of ESL and instructional content, and to assess the comparative performance of subgroups within the classroom across district's programs. Support the district and schools to strategically manage the needs and priorities to ensure language acquisition and academic achievement for EL population who are represented in various SEI language specific programming, Dual Language schools, or SLIFE classrooms, or new language programs that may be developed as a result of the LOOK Bill.
  • Research and support schools in identifying quality resources that can be shared. Generate reports that assess qualitative and quantitative progress of the district and schools in the acceleration of the academic achievement of ELs. Provide targeted support and services based on WIDA ACCESS scores. Organize and synthesize relevant information in order to prepare and disseminate correspondence, reports, memoranda, and other communications/documents as directed.

QUALIFICATIONS-REQUIRED:
  • Bachelor's degree
  • Hold a Massachusetts Teaching License in ESL/EL field at the appropriate grade level
  • Meet all state and federal guidelines in order to be fully licensed and Highly Qualified
  • Knowledge of content and literacy development (preferably related to Dual Language, SLIFE and ELSWD)
  • Minimum 5 years teaching experience
  • Ability to work independently and in team teaching situations
  • Experience developing and delivering professional development
  • Excellent organizational and writing skills
  • Experience interpreting data to plan instruction
  • Second Language Proficiency in Spanish, Haitian Kreyol, Chinese (Mandarin or Cantonese), Vietnamese, Cape Verdean Creole, Portuguese or Somali
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment
QUALIFICATIONS-PREFERRED:
  • Masters Degree in ESL, Applied Linguistics or related field
  • Qualified ACCESS administrator status
  • Experience as Coach, Lead Teacher or Mentor in schools with EL programs such as Dual Language, HILT for SLIFE and SEI programs
  • Endorsement in Transitional Bilingual Education or certification in Transitional bilingual education preferred
  • Experience in urban school setting
TERMS: Managerial, Tier C. This position subject to the City of Boston residency requirement.
