BASIC QUALIFICATIONS:
Required Education and Experience:
•Master's degree from an accredited college or university in human resource management, school administration, or related field.
•Three (3) to five (5) years of administrative or supervisory experience in a school division
Required Licenses or Certifications
•Professional certification in Human Resources (PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred

BASIC FUNCTION/NATURE OF WORK:
The purpose of this job is to develop and maintain a program of recruitment and selection of highly qualified, competent and diverse applicants to positions within the school division. This position may be assigned to one of the following employee groups: elementary, middle, or high school personnel, classified (non-exempt) personnel, substitute or temporary personnel, or specialty programs including Title I, Special Education, English Learners, and Head Start. This position assists administrators to ensure fair and consistent application of personnel policies, regulations, and benefits.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:
Include but are not limited to:
•Work collaboratively with all stake holders in Providing a World-Class Education.
•Recruit and screen an adequate number of qualified applicants to fill vacancies and/or new positions. Work with principals, departmental directors, and other managers to assure staffing needs are met and ensure position control for personnel at their respective sites.
•Participates in and travels to employment fairs/events to recruit and interview applicants
•Identifies the best qualified applicants and makes employment offers to successful candidates
•Assist administrators to ensure fair and consistent application of personnel policies, regulations and benefits.
•Assure that all federal and state laws and School Board policies and regulations relating to human resource management are followed.
•Provide all pertinent information to the School Board appointments and releases from employment
•Implement employment practices that meet federal, state and local laws and School Board policies and seek to ensure that all personnel practices are in compliance
•Proposes, writes and revises personnel policies and regulations.
•Coordinate selection of personnel for voluntary and involuntary transfers.
•Oversees the appropriate employee evaluation processes
•Works with school administrators to facilitate improved personnel competence, retention and morale.
•Solicit applications for positions for which there is a shortage of qualified candidates through personal contact with college placement offices and employment agencies, correspondence with colleges and universities, on-campus recruiting
•Coordinate efforts of building administrators and supervisors in the personnel selection process (e.g. tracking of staff as compared to budget, processing applications, analyzing transcripts, assisting with licenses and endorsements, etc.) for the purpose of meeting School Division staffing requirements while complying with established guidelines.
•Recruits to reflect a competent and diverse workforce
•Collaborates and promotes teamwork by sharing knowledge, providing cross-training for other employees, cooperating with others, participating in meetings and work groups, and supporting the goals and objectives of the division and departments
•Maintain rosters and position control for schools and central office departments
•Participates in professional development activities to maintain knowledge of current human resources regulations and practices, Develops and conducts professional development on human resources related topics
•Oversees the new employee orientation process
•Work actively with principals, legal counsel and the office of employee relations in all actions relating to certificated staff dismissal or non-renewal.
•Communicates with other employees, departments, administrators and the public for the purpose of providing information and assistance concerning employment, recruitment, transfers, personnel records, licenses, and related legal requirements; tracks and monitor employee performance
•Facilitates pre-suspension and pre-termination hearings for classified (non-exempt) personnel
•Acts as the liaison and collaborate between administrators, vendors and the end users to bridge the gap between technical and functional requirements of all stakeholders using the HRIS in place.
•Supports and analyzes, the HRIS website and provide recommendations to improve the efficiency of human resources business processes, effectiveness of services and programs to customers.
•Enters, manipulates, and reports data in a variety of formats
•Manages the Human Resources Customer Service team that provides professional service to applicants and employees on the online employment applications, coordinating in-house job fairs, and general questions about services provided by human resources through e-mail, live chat, phone calls and visitors.
•Plans, directs, supervises, and coordinates the work of assigned staff
•Completes performance evaluations of assigned staff
•Establishes and maintains positive working relationships and an effective customer service attitude with all colleagues, co-workers, and customers
•Maintains prompt and regular attendance to insure for continuity of effective performance for all duties and responsibilities
•Represent the best interests of the school division in claims and hearings related to unemployment compensation.
•Performs other duties as assigned.
