  • MINIMUM QUALIFICATION REQUIREMENTS: LEADERSHIP INSTITUTE DIRECTOR
    Training: Graduation from an accredited college or university with a master's degree in educational psychology or with specialization in any other field of education appropriate to the assignment.
    Experience: Nine (9) years of responsible professional work experience in education, of which four (4) years shall have been in teaching, and five (5) years in education evaluation, curriculum or program planning, as appropriate, of which two (2) years shall have involved the supervision of professional personnel.
    Experience Desirable: Ten (10) years of responsible professional work experience in education, of which five (5) years shall have been in administration. Successful experience as principal and complex area superintendent.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Educational leadership and administration; foundations of curriculum and instruction; instructional media ad computers; foundations of American education; test and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; theory of measurement and evaluation; research developments, trends and current issues or problems pertinent to areas of assignment; laws, rules, regulations, and administrative procedures pertinent to areas of assignment; principles and practices of supervision and management.
    Knowledge Desirable: Broad knowledge of school administration, leadership theory and practice professional development and training, understanding of the Complex Area Superintendent duties and role.
    Ability to: Manage department-wide educational leadership programs; deal effectively with federal, state, departmental and other officials to accomplish program goals and objectives; operate a computer and other business machines; maintain awareness of developments pertinent to subordinate programs.
    Skills/Abilities Desirable: Planning, organizing, directing, coordinating, program management and evaluation.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Assistant Superintendent of the Office of Human Resources, the Leadership Institute Director:
    1. Implement the newly created Leadership Institute Design Plan, monitor progress, assess impact, and make necessary adjustments. Four focus areas are: (1) maintain conditions for effective shared leadership; (2) build the pool; (3) ensure the right skills in the right roles; and (4) provide continuous improvement to build capacity.
    2. Develop executive leadership development strategies and programs to meet the needs of complex areas and state offices, including professional growth opportunities and ongoing supports. Assist Deputy Superintendent with planning and facilitation of Executive Academic Leadership Team.
    3. Provide timely and relevant induction and coaching to new Complex Area Superintendents (CAS). Provide professional development opportunities for Assistant Superintendents, CASs, and Directors to help them reflect on practice for continuous refinement and effectiveness.
    4. Assist with the implementation of new strategies and programs to expand leadership capacity across the Department and realign leadership development activities to better support the Department's leadership needs. Further define the HIDOE Leader Competencies for state and complex area leaders to guide design and implementation of meaningful and relevant learning opportunities.
    5. Perform on-going support and analysis of current leadership development programs and activities including curriculum, instruction, supports, and level of integration along the leadership pipeline to identify any gaps between capacity development requirements, curriculum, and delivery.
    6. Conduct on-going research into emerging leadership models and attend/participate in national conferences/convenings and consortiums around contemporary leadership development issues/concerns.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-10, $106,033 to $150,102. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $106,033 .
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
