  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: FISCAL SPECIALIST II
    Training: Graduation from an accredited college or university with a bachelor's degree in business administration with a major in accounting, or with a major in any other field of business administration which included at least twelve (12) semester hours of credit in accounting courses.
    Experience: Four (4) years of responsible professional work experience in accounting, auditing, or budgeting, of which one (1) year shall have been in an education program, agency or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Financial and management accounting; government accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
    Knowledge Desirable: Generally accepted accounting principles, theories, and practices; basic data processing and analyzing principles and techniques.
    Ability to:Perform a variety of professional accounting functions including providing technical guidance on accounting procedures to other staff, complex analysis of accounting data and report preparation, and revision of portions of the accounting system; communicate effectively with others both orally and in writing; operate a computer, 10-key adding machine and other business machines.
    Skills/Abilities Desirable: Navigate through a complex accounting system; proficient using database, spreadsheet, and word processing software; independently perform more complex accounting work and effectively review work performed by subordinate personnel.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Fiscal Specialist III of the Accounting Section, the Fiscal Specialist II:
    1. Plans, directs, coordinates, provides technical supervision in the daily functional operations, and reviews the work performed by personnel within Accounting Section. Review of work includes, but is not limited to: system journal vouchers, treasury deposit receipts, encumbrance postings, bank reconciliations, Federal fund reports, Federal fund drawdowns, audit schedules, financial statements, Department/State/Legislative reports, various reconciliations, etc. Also performs system code maintenance, mid-year, year-end close duties, etc.
    2. Provides technical guidance to accountants and account clerks within Accounting Section on generally accepted accounting principles, Department/State policies, handling of the various fund types: General, Federal, Special, Trust, Bond, etc., cash management and bank reconciliations, inventory of equipment and motor vehicles, etc. Develops internal procedures based on rules and regulations, School Code, departmental policies, and the State Accounting Manual.
    3. Reviews and analyzes financial data to prepare and/or review financial reports periodically (i.e. daily, weekly, monthly, quarterly, annually, as needed). Ensures financial reports reflect the status of departmental operating funds so that decisions and actions can be taken by departmental staff, and include, but are not limited to: Departmental reports, State (interagency) reimbursement reports, Federal financial reports, Legislative reports, Board of Education reports, Audit reports, Financial Statements, etc.
    4. Regularly reviews and monitors program accounts using the Department's Financial Management System (FMS), the Department's budget system, the State Department of Accounting and General Services (DAGS) Financial Accounting and Management Information System (FAMIS), and other related systems that affect or report the Department's fiscal data. Supports Department personnel to resolve account deficits, fund control errors, etc. by identifying specific accounting transactions causing the error or deficit and making specific recommendations to remedy the situation. Supports personnel within Accounting Section to enable them to support other Department personnel.
    5. Assists in the coordination, preparation and review of schedules for the department-wide audit under the Single Audit Act of 1984, which includes, but is not limited to: managing the overall scheduling of the audit, coordinating with auditors, coordinating collection of documents across the Department, assigning and reviewing schedules prepared by Accounting, preparing cash-to-accrual trial balances with accrual adjustments and related financial statements, and responding to findings as necessary.
    6. Provides specialized financial information, guidelines, and technical services to all levels of Department personnel from the schools, offices, etc. as it relates to fiscal accounting functions. Provides assistance to other parties such as State Departments, Federal Agencies, auditors, etc. as it relates to fiscal accounting functions of the Department. Communicates orally in-person or telephone, or written email or memos, etc.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $93,564 to $132,447. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $93,564.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
