  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

  • MINIMUM QUALIFICATION REQUIREMENTS: ADVISORY SERVICES ADMINISTRATOR
    Training: Graduation from an accredited college or university with a master's degree or higher in education, educational administration, business administration, or a related field.
    Education Desirable: Juris Doctorate degree from an accredited law school.
    Experience: Seven (7) years of progressively responsible professional work experience in executive leadership responsible for fiscal, programmatic, regulatory or legal, and personnel management, of which two (2) years shall have involved the supervision of professional staff and one (1) year shall have been in an education program, agency, or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Hawaii State executive branch and agencies; public education including institutions of higher education; developing, analyzing, and editing complex contracts; laws, rules, regulations and administrative procedures pertinent to the areas of assignment including thorough understanding of standards of practice; legal and legislative processes including, but not limited to, litigation management, settlement negotiations, and bill passage; principles and practices of supervision.
    Ability to: Deal effectively and highly collaboratively with federal, state, county and departmental officials to accomplish departmental goals and objectives; communicate effectively with others both orally and in writing; analyze situations to advise plans of action, provide insight and policy options to the Superintendent; highly skilled in organization efficiencies; prioritize external demands on the Superintendent's time and attention and refer matters to the appropriate level of authority; develop litigation strategies, evaluate liability exposure and claim value; maintains high levels of sensitivity to and discretion with confidential matters.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities : Under the general supervision of the Administrative Assistant of the Administrative Assistant Office, the Advisory Services Administrator:
    1. Represents the Department of Education and Superintendent as the official liaison in the coordination and oversight of legal and litigation matters with the Department of the Attorney General (AG). Develops and ensures the implementation of policies and procedures related to Departmental strategies when addressing legal matters represented by the AG; prepares senior executive/administrators for legal and litigation matters relative to departmental strategies, policies, alternatives and approaches; provides advice related to legal interpretations (as identified by the AG) to ensure the most strategic and optimal decision-making; serves as the Department's representative, as needed, at settlement conferences, mediations, conciliations, etc.; and participates with senior executives in discussions with the AG to ensure consistency of legal approaches and Departmental actions.
    2. Oversees the development and implementation of Standard Practices that support all offices, schools, and programs through the effective development, interpretation, and implementation of policies, procedures, rules, and regulations. Advises and provides guidance to all offices and staff who are seeking assistance in the development of new policies, regulations, and procedures.
    3. Administers and oversees effective operations for the office, ensuring sufficient resources for its programs; supervises staff, including monitoring progress of, providing technical direction and guidance to, and conducting performance evaluations for subordinates. Maintains a system to report on and evaluate section operations to include: analyzing program activities and statistics to determine program needs and accomplishments; preparing and presenting reports on section activities and accomplishments; and coordinating audits and compliance activities.
    4. Ensures that the Department's legal and legislative strategies are consistent, appropriate, and effective. Assists with the negotiation of documents and submits action recommendations to the Superintendent and executive leadership team.
    5. Handles special projects as assigned by the Superintendent or Chief of Staff, including but not limited to: responses to complex requests for public records; issues involving application of state ethics code; disputes arising from procurement of goods and services; drafting policies regarding third party use of State facilities or the distribution of promotional materials for non-school events; assists with specific Board Policy or Administrative Rules involving the Board of Education; and serves as liaison with office directors on special assignments, as directed.
    6. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-8, $97,546 to $138,086. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,546.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
