Title: Program Specialist, Assessment

Position Summary:
The Assessment Program Specialist provides leadership and coordination for assessment and item development to be used in the implementation of Fulton's balanced assessment system including the development of system assessments, item banks, and resources to support Fulton's competency based system framework. This position supports the Northwest Learning Community.

Duties and Responsibilities:
  • Supports and manages all aspects of assessment development to ensure quality assessments are available in a timely mannerDevelops and maintains project management documents outlining the persons responsible, the tasks, and the timelines associated with core assessment development projectsCollaborates with District content owners to design test blueprints to monitor the academic progress and learning needs of studentsCreates assessments; Implements, and monitors assessment administration; Monitors quality control and item usageLeads and supports curriculum content experts in the development of a variety of assessment resources including development of performance tasks and rubrics, evidence blueprints, scoring guides, and student exemplarsProvides guidance in appropriate Depth of Knowledge levels as related to assessment and standardsSupports the development of Fulton's competency based system FrameworkManages the assessment software to include design of content collections, naming conventions, formatting specifications, etc.; Manages the assessment resources such as item banks, passages, rubrics, etc.Coordinates implementation at both the system and school level; Collaborates with appropriate curriculum directors to ensure accurate quality items are populated into the item banksEngages and oversees contractorsProvides local Assessment Support; Designs and manages rollout of school access to system assessmentsProvides professional learning around assessment administration procedures and in the development and use of standards mastery assessmentsPerforms other duties as assigned by the appropriate administrator

Education and Experience
Education:
  • Bachelor's Degree required; Master's Degree preferred

Experience:
  • Minimum 3 years of experience administering and/or analyzing student assessments using an instructional management system either in a classroom, administrative, or research setting required Prior experience with standards-based instruction and professional staff development required

Certification:
  • None required


Minimum Qualifications:
  • Detailed knowledge and experience with standards-based instruction and assessment best practicesExperience with curriculum developmentDemonstrated knowledge of methods for ensuring reliability and validity in item development and test constructionExperience constructing test items that assess student knowledge and skillsKnowledge of project management and process improvement methodsAbility to plan and coordinate programs and administrative activities of a complex, interrelated and interdependent nature, where unknowns and numerous contingency factors are involvedDemonstrated experience coordinating the work of others as part of a cross-functional teamAbility to manage conflicting high-priority projectsMust be able to successfully manage multiple tasks, projects, and responsibilitiesAbility to apply critical thinking skills in rendering solutions to various issuesMust be able to collaborate effectively with District personnel, the general public, and work with diverse groups of peopleExcellent communication skills both written and verbal


Salary Information:
Salary Range for 2017-2018
  • $63,108 - $74,481


Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule B-235, Executive Scale, Step 1 - Step 9.
