TITLE: Special Education Coordinator - Infant Toddler Services

LOCATION: Wyandotte County Infant Toddler Services

Job Goal: Lead Wyandotte County Infant Toddler Services in providing quality special education early intervention services in accordance with state and federal regulations and policy. The Program Coordinator will have overall strategic and operational responsibility for staff, program and development.

Essential Functions:
  • Oversight of Infant-Toddler Services to ensure that program objectives are met which include managing the database, adherence to the Mission and Key Principles for Providing Early Intervention Services in Natural Environments, compliance to evidence-based early intervention practices and participation in all meetings as directed by the state lead agent.
  • Financial Oversight and Development, including recommending an annual budget, tracking Medicaid reimbursements and submitting any required state and federal reports, including the annual grant application.
  • Respond to parents' concerns specific to parents' rights and special education process and procedures.
  • Recommend to the Director of Special Education the allocation and provisions of special education staff.
  • Collaborate with human resources department in the recruitment, selection and retention of staff.
  • Supervise and evaluate certified and classified staff.
  • Oversee and manage department data, budget, paperwork and state/federal reporting.
  • Maintain a strong knowledge base of current special education processes, procedures and regulations.
  • Oversee the integrity of electronic and hard copy files.
  • Provide professional development and support related to special education process and procedure and compliance with state and federal special education law.
  • Maintain accountability to the Kansas Infant Toddler Program Determinations, and take corrective action where necessary to ensure compliance. Notify the Director of Special Education of all incidents of program non-compliance.
  • Community Outreach and Advocacy, including attending all meetings of the Wyandotte County Early Childhood Local Interagency Coordinating Council and serving as liaison to community agencies, coordinating collaborative early childhood services.
  • Manage and review interagency agreements with community partners.
  • Proactively seek to build and maintain effective collaborative relationships with referral sources and other community partners.
  • Provide leadership in the implementation of all grant projects. Gather information and complete reports in a timely fashion.
  • Resolve any areas of disagreement with parents and advocates following Cooperative procedures and State and Federal laws and regulations.
  • Perform other duties as assigned by the Director of Special Education.


Qualifications
  • Meets the employment qualifications set forth by the Kansas City, Kansas Board of Education and The Kansas State Department of Education.
  • Valid Kansas Special Education Certification
  • Valid Kansas Building Level Administrator K-12 Certification
  • Five Years of recent successful special education experience
  • Excellent interpersonal skills, professional judgment, oral and written communication
  • Ability to coordinate several projects simultaneously
  • Previous leadership experience in Administration preferred


COMMUNICATION/ORGANIZATION: Maintains communication with personnel, and parents/guardians to enhance cooperative action which will meet the needs of children and families. Utilizes existing technology effectively in the performance of duties. Performs other related work as required.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LANGUAGE SKILLS: Ability to read and analyze and interpret general professional journals, technical procedures, or governmental regulations. Ability to write reports, general curriculum and learning theories, correspondence, and protocols. Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public.

While performing the duties of this job, the employee is regularly required to sit, walk stand and talk or hear. The employee must occasionally lift and/or move up to 50 pounds. The employee must occasionally push items of 50 pounds such as pushing on a bike or wheelchair, or moving/rearranging furniture. While performing the duties of the job the employee will attend home visits. Specific vision abilities required by this job include close vision, distance vision, and depth perception.

SALARY: Based on KCKPS Salary Schedule

FLSA Status: EXEMPT

Report to: Director of Special Education

EVALUATION: Evaluation will be conducted in accordance with the procedures outlined by the USD 500 Board of Education
