Job Summary
Assists with the day-to-day operations in the Child Accounting department. Records receipts, performs internal audit controls for distribution of outgoing checks and other cash management activities. Performs various functions in Special Finance related to child accounting practices mandated by the Pennsylvania Department of Education, including residency and payments for students receiving services outside of the School District of Philadelphia. Performs detailed analyses regarding the appropriateness of invoices for cost avoidance.
Essential Functions
  • Oversees and ensures the accurate and timely processing of financial transactions.
  • Participates in various child accounting activities, including reporting requirements.
  • Prepares payments for non-school district operated schools.
  • Verifies and reconciles on a monthly basis payments confirming student enrollment dates for educational services and special education designation.
  • Serves as a liaison to various internal and external entities on issues related to child accounting practices and payments to non-school district operated schools.
  • Responds to inquiries received from within the District and from external agencies regarding School District policies, procedures and initiatives.
  • Develops financial charts and schedules and provides analysis on cash flow, payments, budgets and other financial matters as requested.
  • Researches data as necessary in the District's Student Information System (SIS) to improve data quality and confirm student's enrollment dates.
Minimum Requirements
  • Bachelor's degree from an accredited college or university.
  • Two years of full-time, paid, professional administrative or financial experience in either banking, treasury, finance, student databases or payment processes which have involved performing detailed analyses and ensuring that operations comply with program guidelines.
  • All work experience related to the position must be included on the resume.
NOTE: A Master's degree in business administration, accounting, educational administration, public administration, finance or a related field from an accredited college or university may be substituted for one year of experience.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles of governmental budgeting, accounting and finance.
  • the methods and techniques involved in gathering, analyzing, writing and editing financial materials, administrative and budgetary practices and procedures.
  • principles and methodologies used in fiscal and audit analyses.
Demonstrated skill in:
  • the preparation of comprehensive statistical reports using spreadsheet applications and databases.
Ability to
  • operate a personal computer.
  • maintain records and prepare reports.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Salary: To: 52950.00

Additional Job Information: This is a non-represented position. The salary grade for this role is 4022.

Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
