Job Title: Director of Human Resources and Recruitment

Position Overview

Salem Public Schools is seeking a Director of Human Capital & Recruitment to oversee and manage all aspects of the district's human resource functions and staff. Working in conjunction with the Superintendent, School Business Administrator, and the district's leadership team, the Director of Human Capital & Recruitment will lead district-wide efforts to become more strategic in the areas of recruitment and selection, staffing and onboarding, performance management, retention, and other talent management functions.

Position Outcomes

A successful Director of Human Capital and Recruitment will:
  • Manage the Assistant Director of Human Resources and other members of the HR team and apply best practices in human capital management in an urban school district environment to ensure that all aspects of HR operations including legal, compliance, policy administration, and other employee services, function effectively, efficiently, and strategically.
  • Serve as the advisor to district and school leaders in all matters related to human resource functions such as: recruitment, employment, retirement, exiting employees, regulatory compliance and reporting, policy administration, employee discipline, contract administration and record-keeping for all employees.
  • Work in collaboration with the Superintendent, School Business Administrator and the district's leadership team to provide leadership and strategic direction to strengthen the district's ability to attract and retain highly qualified and effective educators


Major Duties and Responsibilities

In order to achieve the above outcomes, the Director of Human Capital and Recruitment will:

Recruitment and Talent Management Strategy:
  • Develop and implement a strategic recruitment plan that strengthens the district's ability to recruit and retain high quality educators and other staff
  • Develop strategies to develop new talent pipelines, recruitment strategies, and talent management strategies, with a particular emphasis on meeting the district's goal of increasing the diversity of its workforce
  • Develop and maintain the school district employee handbook, personnel procedures manual and school employee job descriptions.
  • Assist in the implementation, maintenance and continuous improvement of the district's onboarding and orientation processes for new employees.
  • Facilitate job posting as part of the recruiting function, ensuring budgetary control and compliance
  • Ensure compliance with background check requirements, including CORI & Fingerprinting, in conformance with collective bargaining agreements, district polices and state requirements.


Human Resources Leadership, Management, and Compliance
  • Actively participate in efforts to expand the use of software to manage, track and analyze HR data across district functions.
  • Maintain a high level of knowledge in employment law and other applicable federal, state, and local policies pertaining to personnel matters for the purpose of implementing procedures to maintain compliance with current legal requirements.
  • Oversee internal communications on HR policies, procedures and relevant legal matters to ensure consistency in administration and compliance, and develop, maintain and continuously improve systems to ensure staff are aware of and have access to benefit information, particularly during open enrollment periods.
  • Implement contractual processes for reductions in force, non-renewals, annual reasonable assurance processes, and recall of employees as needed.
  • Manage the maintenance of accurate and complete personnel records and employment files to ensure the accuracy of employees' compensation, position eligibility and compliance with state and federal regulatory mandates; ensure rules concerning confidentiality and retention are followed.
  • Serve as the compliance officer for discrimination and sexual harassment issues including receiving, investigating and responding to complaints or providing advice and consultation to the administrator handling the investigation or complaint.
  • Coordinate district compliance with worker's compensation cases and management and develop and maintain a district wide strategy to minimize employee injuries.
  • Assist the payroll office with processing information related to employees leaving the school system (retirement, exit interviews, unemployment, COBRA, etc.) consistent with district, local, state and federal regulations.


Principal and District Advising:
  • Establish and maintain a strong, positive working relationship with school leaders and district staff to support the recruitment, selection, onboarding, management, and retention of high quality candidates and staff
  • Support principals and other managers in planning for: projected vacancies, candidate screening, selection, hiring, staffing and other human capital management functions as needed
  • Provide leadership and consultation for principals and educators regarding licensure
  • Support building administrators and department heads in investigating and responding to employee discipline matters and provide support to the office of the Superintendent in investigating and responding to grievances.
  • Ensure accuracy, timeliness, and quality in all required state and federal HR reporting and to provide human capital data to the Superintendent, other departments and/or schools as needed.
  • Provide support to employees and managers regarding personnel procedures, collective bargaining provisions, and SC policy related to personnel.
  • Provide training and guidance to administrators and staff related to Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Parental Leave, Fair Labor Standards Act, etc.
  • Manage and make suggestions to improve individual contracts and salary agreements


Qualifications, Education, and Experience:
  • Minimum of five years of experience working in the field of human resource management, at least three of which occurred in Massachusetts public schools.
  • Bachelor's degree or higher in business administration, human resources management, or related field.
  • Demonstrated ability to deeply understand and proactively address the human capital needs of schools.
  • Deep, demonstrated knowledge of & ability to understand, interpret and apply the state and federal laws and policies pertaining to human resource management.
  • Demonstrated ability to develop and implement innovative recruitment and retention strategies.
  • Ability to work effectively with a variety of stakeholders across the district including the district management team, department leaders, union leadership, and all employees.
  • Interest in and ability to learn and understand the current issues related to urban public education

Salary and Terms of Employment
  • FTE, Full-time, year-round position (non-union).

Salary: $82,000 to $92,000 per year

At least 5 years of relevant experience required
