Performs the full range of professional duties related to benefit administration. Performs complex, analytical work pertaining to employee and retiree health, dental and pharmacy benefit programs. Analyzes impact of proposed legislation and ensures benefit programs are compliant with legislative mandates. Manages implementation activities for new programs, including coordination with other program areas and development of communications. Analyzes benefits trends and makes recommendations (when needed) to senior management.

Qualifications:
Bachelor's degree in human resources or related field, plus five years' progressively responsible human resources or related experience, two years of which shall have been in benefits administration. Knowledge of the theory, procedures, and practices of benefits administration in an educational or business setting. Must possess strong analytical capabilities, effective human relations skills, and the ability to develop and maintain effective working relationships with all levels of employees. Ability to work independently and in teams. Proficiency with office technology. Ability to communicate effectively, both orally and in writing. Experience with large, self-insured public sector plans preferred.
