Job Summary
Coordinates and implements the Pregnant and Parenting Teens program. Directs and oversees through subordinate staff, the Pregnant and Parenting Teens programs. Ensures the successful integration of varied program components which directly impact pregnant and parenting teens. Monitors all operational aspects while maintaining compliance with all applicable federal, state and local guidelines. Ensures that all pregnant and parenting teens participating in the program develop marketable skills. Reviews program to ensure that identified objectives are being met in accordance with governmental mandates and system wide goals. Plans, develops and directs pregnant and parenting teen programs at scattered sites through out the School District of Philadelphia.
Essential Functions
  • Plans, directs and coordinates through subordinate staff, all aspects of the Pregnant and Parenting Teens program; oversees the integration of program components.
  • Reviews plans to ensure activities meet the educational, social and emotional needs of the enrolled Pregnant and Parenting teens.
  • Oversees the established goal of providing pregnant and parenting teens with support services needed to succeed as parents and students.
  • Formulates and implements policies and procedures operationally appropriate for the pregnant and parenting teens program.
  • Ensures that employment skills of teens are developed and that employment opportunities are made available through the program.
  • Prepares estimated program budgets with the assistance of technical staff; directs staff engaged in maintaining clerical, accounting and pupil attendance records.
  • Collaborates with will relevant District offices for program effectiveness.
  • Ensures that policies and procedures in the delivery of program services and are adhered to; federal, state and local guidelines and regulations; develops standards to evaluate program effectiveness and develops programmatic goals and objectives.
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Five years for full-time paid, administrative or supervisory experience, three of which were in a large urban, educational setting.
OR
  • Bachelor's degree from an accredited college or university.
  • Seven years for full-time paid, administrative or supervisory experience, five of which were in a large urban setting.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • issues and challenges related to teen parents.
  • supervisory principles and practices.
  • current social, economic and educational needs of teen parents.
  • community resources available to support program initiatives.
  • principles and practices of educational administration.
  • existing patterns of delivery of health and social services provided by federal, state and local agencies.
Demonstrated ability to :

  • make and successfully implement policy decisions affecting all program components.
  • exercise sound judgment and discretion interpreting and implementing program goals and objectives.
  • understand federal, state and local regulations governing the management of grants.
  • establish ongoing controls to ensure the appropriate utilization of funds.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a non-represented position. The salary grade for this role is 4028.

The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
