Education Team Overview

Under Barbara Dalio’s leadership, the Education Team works to strengthen public education in Connecticut by engaging with educators, community leaders, and young people to achieve positive outcomes and greater equity across the state. The Dalio Foundation’s (DF) education portfolio reflects Barbara’s passions and holistic approach, which includes championing public school educators and communities and empowering high school-­‐ aged youth to realize their potential. In Connecticut, 39,000 high school-­‐aged youth are disengaged or disconnected from school, equaling more than one in five high school students. The need is widespread, affecting nearly all communities in the state. Helping youth connect to success would lead to: stronger schools, higher employment, fewer cases of incarceration or addiction, healthier and more prosperous communities, and more rapid and sustained economic growth.

To achieve these benefits, the Education Team works with educators and non-­‐profit leaders to advance the Connecticut RISE Network, the Connecticut Opportunity Project, and several passion projects benefitting students and communities. The Education Team is entrepreneurial and collaborative, striving to amplify impact beyond direct philanthropic initiatives to build broader momentum for changes and innovations that support the needs of every young person.

Position Summary

This is an extraordinary opportunity for an individual who thrives in a fast-­‐paced environment and is passionate about closing achievement gaps and developing the potential of all students regardless of their life circumstance. As a newly-­‐created position, the Program Officer will work closely with the Chief Education Officer to advance the Connnecticut Opportunity Project’s innovation community strategy to improve youth outcomes at scale.

The Connecticut Opportunity Project is a collaborative endeavor to unleash the tremendous untapped potential of young people who are disengaged or disconnected from high school in Connecticut. In July 2017, DF committed nearly $11,000,000 for the Opportunity Project’s two-­‐year pilot phase to support the work of nine founding partner organizations, bringing together educators, non-­‐profit leaders, youth counselors, mentors, mayors, and young people to develop innovative solutions. The Opportunity Project is supporting and leveraging the founding partners’ expertise and inspirational efforts by facilitating a partner-­‐driven innovation community to improve the life opportunities and educational outcomes of youth across the state. DF seeks a dynamic leader to deepen and extend the Connecticut Opportunity Project’s impact. Specifically, DF seeks an experienced, passionate, and highly motivated natural collaborator who has an established track record effectively leading significant initiatives and teams to achieve positive youth outcomes. A successful candidate will have proven skills in facilitation, as well as earned credibility in the field.

The Program Officer will report to the Chief Education Officer and perform job responsibilities including, but not limited to:

1. Program Leadership: Develop and implement a research-­‐based learning agenda, inclusive of a set of questions, activities, and products to enhance the Connecticut Opportunity Project’s impact. Design and facilitate partner-­‐driven working groups, resulting in innovations and problem-­‐solving that further shared goals. Lead a collaborative process with the Education Team to plan and deliver bi-­‐annual Partner Summits to inspire, energize, and challenge practitioners while strengthening collective impact. Promote community-­‐wide knowledge sharing by facilitating the exchange of ideas and making connections across partner organizations.

2. Partner Support: Provide embedded coaching and cultivate collaborative and productive relationships with non-­‐profit leaders and youth development specialists. Support partner teams in implementing innovative approaches to empower young people, leading to positive youth outcomes. Collect, analyze, and use data to strengthen program design and effectiveness.

3. Portfolio Management: Lead significant and complex work streams within the Connecticut Opportunity Project while overseeing multiple major grant partnerships and initiatives through all stages of the grant-­‐ making lifecycle. Collaborate with DF teams to recruit vendors, initiate contracts, and manage all vendor relationships in support of the Connecticut Opportunity Project. In partnership with the Education Team, engage in bi-­‐annual performance review cycles to monitor and improve the overall performance of the education portfolio.

4. Platform Strategy: Support the Chief Education Officer as a trusted deputy and thought partner in designing and executing the immediate and long-­‐term platform strategy for the Connecticut Opportunity Project, while identifying opportunities for future growth and impact consistent with Barbara Dalio’s vision, values, and goals.

Professional Qualifications

• Bachelor’s degree required and advanced degree in a relevant field strongly preferred.
• 8+ years of relevant work and leadership experience required, with at least 6+ years of direct experience in public education, particularly in supporting high school-­‐aged youth, strongly preferred.
• 2+ years of experience facilitating improvement and leading major initiatives and teams of internal and external partners to achieve positive youth outcomes.
• Deep, nuanced understanding of public education and youth development, including a strong network of professional contacts within these fields.
