POSITION SUMMARY: The Facilities Projects Manager is responsible for coordinating assigned construction projects and related activities; providing information to others; and implementing and maintaining services within established guidelines and standards. This position will support and/or lead the district facilities in capital or general fund projects as it pertains to new or modernization of district buildings.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive.   • Assists in developing specifications for construction, repair and modification projects as assigned (e.g. educational specifications, project schedules, cost analysis) for the purpose of providing them to architects, contractors, specialists, construction management firms, etc. for selection and awarding of contractsCoordinates construction activities (e.g. renovations, inspections, contractor and architect meetings, permitting activities, project close-out and building commission activities, calendars, mandated reports, etc.) for the purpose of ensuring that all phases of construction project are completed within specifications and with minimal interruption to site personnelEvaluates potential sites and/or condition of existing locations for the purpose of determining construction and/or renovation requirements and ensuring that locations decided upon meet all project needs, requirements and specificationsInspects and/or assists in inspecting all aspects of construction (e.g. exterior, interior, walls, electrical, roof, concrete, paint, etc.) for the purpose of ensuring compliance with plans, specifications, and local codes and ordinancesMaintains a variety of manual and electronic files and/or for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelinesMonitors project activities (e.g. costs, time and materials, schedules, budgets, change orders, etc.) for the purpose of ensuring district objectives are achieved within budget and timeframes and in compliance with established requirementsResponds to inquiries (e.g. administrative staff, local inspectors, contractors, architects, the public, etc.) for the purpose of providing required information and/or referring to appropriate source

OTHER RESPONSIBILITIES
  • Serves as a District and/or department representative in a variety of meetingsSupports District Administration, Principals, and other district staff with building needsTakes initiative to find solutions and create more effective processes to continually improve the efficiency of the department


REQUIRED QUALIFICATIONS:
Education and Experience
AA degree in a related field OR five (5) years' experience as General Contractor or Construction Project Manager

PREFERRED QUALIFICATIONS:
Project Management Certification
Familiarity with digitized record-keeping
Familiarity with Washington State RCWs and State bidding process

CONDITION OF EMPLOYMENT:
Criminal background clearance
Valid Washington State Driver's License
Work scheduled hours on a consistent basis

KNOWLEDGE OF:
School board policies and procedures
Knowledge of local building codes and permitting process
Complete understanding of reading and writing of blueprints
Familiarity with OSHA and WISHA laws and guidelines

Perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions
Manage and meet inflexible deadlines with frequent interruptions
Perform the functions of the job, including: applying pertinent codes, policies, regulations and/or laws; communicating with diverse groups; operating equipment used in building construction including blueprints, specifications etc.; preparing and maintaining accurate records; construction trades, codes, blue prints; and planning and managing projects

This position requires visual and mental concentration on detail, dexterity, and precision. This position also requires sitting, standing, walking, carrying/lifting, reaching above the shoulder, bending, twisting, squatting, stooping, driving, filing, hearing, speaking, writing, keyboarding, extended periods of time reading off of a computer monitor. The employee is required to constantly lift up to 10 lbs; frequently lift up to 35 lbs; and occasionally lift up to 50 lbs. Weights over 50 lbs should be done with a mechanical lift or with help from another person. This position will occasionally push/pull up to 100 lbs.

This position will experience frequent interruptions and inflexible deadlines, and deal frequently with angry and distraught people. Work may be performed indoors or outdoors in all seasons and all types of weather; may be exposed to high-voltage electricity, heights, confined spaces, toxic chemicals, and some asbestos. Employee is required to use and maintain personal protective equipment as directed by the district's safety program.
WORK SCHEDULE
This position typically works, Monday through Friday, twelve (12) months a year, 260-day position. Some evening work may be required.
