PURPOSE: The Human Resources Specialist provides support to administrators, certified, and classified staff in a manner that promotes district goals; supports the district in complying with labor laws; and helps coordinate various human resources functions, programs, systems and procedures that maximize the effectiveness of employees in providing the various aspects of the instructional program for students.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Exercises independent judgment to manage daily operations of the human resource department in a manner consistent with administrative direction, district policies, procedures, and district goals.

Develops, interprets and reviews district policy and procedures, within established guidelines, for staff, students, parents, and others, in a timely and accurate manner.

Represents administrators, as assigned, in communications with staff, parents, the public, and students to facilitate issue resolution, provide accurate information, and support effective program, and employee management.

Supports the oversight of the work of employee groups and coaches.

Establishes and maintains effective communications within human resources and the district office to ensure coordinated action, efficiency, and high morale.

Maintains, stores, and retrieves information in a timely, accurate, and efficient manner using standard and proprietary office systems, equipment, and software.

Assists with development of department goals, objectives, and systems.

Assists with staff development, staff retention, and training.

Assists with building/program communications, both oral and written, in a manner that supports effective decision-making and facilitates the completion of the work of other staff.

Processes grievances and other labor relations issues.

Researches and informs the Human Resources director and team of new BOLI laws and requirements. OSPA research into newest laws and requirements.

Interprets employee contract, support district-wide staffing, and staff assignments throughout the year.

Assists and provides support with union contract negotiations.

Develops and maintains job descriptions and classifications.

Develops management tools for evaluation and performance development and monitor completion of evaluations in a timely manner.

Promotes team development and effective working relationships.

Conducts recruitment for all licensed and non-licensed personnel, and temporary employees; conducts new-employee orientations.

Provides other related services as assigned.

Coordinates with district staffing process.

Assists in evaluation of reports, decisions, and results in relation to established goals. Recommends new approaches, policies, and procedures to produce continual improvements in department efficiency and service.

Maintains Human Resource Information System records and compiles reports from database.

Acts as unemployment liaison and Employee Assistant Program liaison.

Maintain regular attendance at work and work activities and is punctual in meeting deadlines, attending meetings, and following schedule.

Carry out work responsibilities with strong organizational skills effectively under pressure of deadlines, difficult situations, interruptions, and new or emergency conditions.

Respect confidential information and the privacy of students, staff, and parents.

Support students and staff in the district's career-related learning standards to encourage the development of independent work skills through career exploration and community involvement.

Develop job skills necessary to meet changes in the position.

Maintain personal appearance and hygiene appropriate to the position as defined by the district.

Meet applicable district physical ability/health and safety guidelines for the position.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor's degree and minimum two years of Human Resources experience or combination of education and experience in the HR field.

Knowledge of principles and practices of personnel administration.

Working with diverse groups.

Effective oral and written communication skills and excellent interpersonal skills.

Knowledge of laws, regulations, rules, policies, collective bargaining agreements, and related documents.

Proficient in office information systems, paper and electronic, as well as office equipment and software, including Microsoft Office suite.

Demonstrated supervision skills, including teambuilding, coaching, mentoring and evaluation of support staff and student workers.

Skilled in managing and delivering effective customer service.

Strong skills in independently planning, organizing and carrying out work assignments, and planning and directing the work of assigned staff or students.

Strong skills in communicating with credibility and confidence, both in oral and written form.

Strong skills in interacting effectively and collaboratively with diverse individuals or groups, using creative problem-solving and conflict resolution skills.

Ability to understand the district's instructional goals and carry out work assignments in a manner that supports those goals.

Mastery of office equipment and technology.

Notary Public credentials and willingness to maintain status as Notary Public.

Ability to travel among district facilities as needed; if driving, the ability to meet district driving standards.

While performing the duties of the position, the employee works with standard office and/or instructional equipment with moving mechanical parts.
