SUMMARY Will serve as a team member on the assessment team. Recommend and establish solutions typically involving automation and use of appropriate technologies; and design, program, test, implement, and maintain legacy and state-of-the-art assessment systems. Analyze functional requirements; research federal and state regulations and school and District policies and procedures; identify issues; and define and evaluate technology options.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Analyze District and assessment functions and requirements, both in responding to requests from others and initiating ideas related to District activities.

Document and maintain all application systems.

Design, examine, program, test, and establish District assessment application systems including those purchased from vendors.
G-04 Become familiar with general programs, design, testing and coding District assessment applications.
G-05 Design, examine, program, test, and establish District assessment application systems.
G-06 Lead team members in the design, examination, programming, testing, and establishing of District assessment. application systems including performing code reviews and providing feedback and recommendations on existing solutions

Examine new software and hardware options for systems processing.
G-04 Assist with evaluating and examining new software and hardware under general supervision.
G-05 Evaluate, devise, examine and recommend, for management approval, new software and hardware using knowledge of existing data and systems, available technologies and resource requirements under general supervision.
G-06 Evaluate, devise, examine and recommend, for management approval, new software and hardware using knowledge of existing data and systems, available technologies and resource requirements.

Use of systems and technologies
G-04 Become familiar with general assessment concepts and system applications.
G-05 Under general supervision, use general knowledge of system principals and user support to research problems and work with all levels of the user community on use of systems and technologies in Assessment.
G-06 Lead, train, coach, mentor, advise, and counsel peers and all levels of the user community on use of systems and technologies.

Supports Change Management
G-04/05 Follow the change management process and utilize the tools in place to maintain source code and manage upgrades to existing systems.
G-06 Assist in the development of and enforce a change management process, review code, maintain a copy of source code, manage upgrades, and provide technical direction to the team.

Advise, collaborate, and communicate with all levels of District employees, both school-based and central.

Represent District while working collaboratively with vendors, contracts, businesses, and governmental agencies.

Respond to requests for District assessment data (e.g., reports, downloads, and on-line displays) and negotiate with requestor how to best address the request.

Perform other duties as assigned.

EXPERIENCE
G-04 0-4 years experience preferred in area of expertise with database systems, reporting solutions and/or web development
G-05 4-7 years experience preferred in area of expertise with database systems, reporting solutions and web development.
G-06 7+ years experience preferred in area of expertise with database systems, reporting solutions and web development, prefer 3 years experience in assessment or student systems.

EDUCATION AND TRAINING
G-04 Bachelor's degree in information systems, computer science, related degree or equivalent experience.
G-05 Bachelor's degree in information systems, computer science, related degree.
G-06 Bachelor's degree in information systems, computer science, or related degree.

CERTIFICATES, LICENSES, REGISTRATIONS None required.

SKILLS, KNOWLEDGE, & EQUIPMENT Oral and written presentation and communication, interpersonal, system thinking, conflict resolution, assessment of student systems, analytical, and organizational skills. Proficiency in legacy and state-of-the-art computer systems consistent with District-wide Technology Plan. Ability to stay current with changes in technology. Programming ability with proficiency in multiple computer languages, system design, and analytical skills. Knowledge of and experience with, productivity/desktop tools, operating systems, multi-platform computer hardware and related complex software, SQL/databases, web applications, data reporting tools and data warehousing.

G-04
0-4 years experience with Microsoft SQL Server including T-SQL, SSIS, Analysis Services or Reporting Services.
0-4 years experience with Microsoft.NET/VB ASP development using Team Foundation Services or equivalent source code control system.
Knowledge of or experience with student assessments a plus.
Infinite Campus or assessment system information experience a plus.

G-05
3 - 4 years Microsoft SQL Server, DTS/SSIS experience, excellent SQL skills.
4 - 5 years Microsoft.NET/VB ASP development with Visual Studio using Team Foundation Services or equivalent source code control system.
2 - 3 years Microsoft Reporting Services experience.
Experience with multi-dimensional/cube data and Microsoft Analysis Services a plus.
Experience with jQuery, CSS, HTML, or AJAX a plus.
Infinite Campus or assessment system information experience a plus.

DECISION MAKING Requires the timely application of technical knowledge and knowledge of District procedures and processes. Deviations or errors could result in loss/delay of data, outside audits/investigations, and incorrect presentation of District information, which could result in additional cost and/or embarrassment to the District.

COMMUNITY RELATIONS Daily contact with classified staff within/outside department to resolve routine corrections or adjustments. Weekly contact with professional staff within/outside department to negotiate controversial matters. Monthly contact with school support team to maintain relationships and with local government to verify information needs. Monthly/annual contact with advisory committees to negotiate controversial matters. Annual contact with administrative leadership team to maintain relationships and with Colorado Department of Education to coordinate data requirements.

SPAN OF CONTROL This job has no supervisory responsibilities; however, this position assists the Executive Director in the interview process and screening of applicants.

EDUCATIONAL DELIVERY Support the schools and students by supporting the assessment computer systems. Ensure security of data, integrity of data, and the ability to recover data. The majority of time is not spent on the school site.

COMPLEXITY OF WORK The work is assigned by the department, Manager, IDS Development. Work is primarily directed by the needs of the customers within the District and the District's technology and data reporting goals. Requires independent judgment and thinking, interpretation of facts, application of technical knowledge, and analysis of the impact a situation/decision has on the District. Must exercise accuracy and alertness with attention to detail and logical thinking at all times.
